Well, it could be something as simple as a doodad to measure wind velocity or UV levels... but I doubt it.

The thing looks a helluva lot like the front nose/sensor array of an aircraft missile. I'm guessing they were testing some experimental form of missile guidance.

probably developing target tracking for vehicles. designate random vehicle X and let's see if it will track all the way down.
