ObamaCare contractor pays employees to do nothing, whistleblower says
    Published May 14, 2014

Employees at an ObamaCare processing center in Missouri with a contract worth $1.2 billion are reportedly getting paid to do nothing but sit at their computers.
    ...
The facility in Wentzville is operated by Serco, a company owned by a British firm that was awarded $1.2 billion in part to hire 1,500 workers to handle paper applications for coverage under the law, according to The Washington Post.

The whistleblower employee told the station that weeks can pass without data entry workers receiving even a single application to process. Employees reportedly spend their days staring at their computers, according to a KMOX-TV report.

“They’re told to sit at their computers and hit the refresh button every 10 minutes, no more than every 10 minutes,” the employee said. “They’re monitored, to hopefully look for an application.”

The employee accused Serco of attempting to conceal the lack of work as it continues to hire employees for processing centers in Missouri, Kentucky and Oklahoma. The employee said Serco is compensated for each worker it hires.
    ...
Last year, the British government launched an investigation into the firm's parent company, Serco Group, for allegedly overbilling the government by "tens of millions of pounds" under a contract to monitor offenders on parole and individuals released on bail, The Washington Post reported.

The Obama administration defended the high-dollar contract at the time.

I wrote a story for today's paper about Serco, the contracting firm that recently won a $1.2 billion health law contract. That story focused mostly on a British investigation of the firm's parent company, Serco Group, for overbilling the government by "tens of millions of pounds."
    ...
Ninety percent of its business is with the federal government. Based just outside of Washington in Reston, Va., Serco is a 25-year-old firm that pretty much owes its existence to government contracting. "We have 8,000 workers across 45 states," Hill said. "Since the beginning of our existence, we've worked heavily with the federal government."

Serco's experience isn't in health care. It's in paper pushing. The $1.2 billion health law contract was the company's first under the Affordable Care Act, Hill said. But that doesn't mean the firm is inexperienced. It has contracts with numerous government agencies to process applications. "This contract has a lot to do with records management, processing applications and that kind of work," Hill said. "We do a lot of that work for other agencies, like processing visas. We do that work in New Hampshire and Kentucky.

The same thing happens at all federal agencies and government contractors. It's middle class shadow welfare.

Defense is not the only area in the economy where these massive shadow welfare paradigms exist. As Warren Pollock pointed out in one of our YouTube conversations, almost all of the so-called “compliance” positions in the financial services and banking sectors are completely unnecessary and counter-productive. It could also be argued, and argued very, very well that around 97% of the accounting industry is also a .gov shadow welfare project revolving around nothing but the payment of federal income taxes, which shouldn’t even exist in the first place. And finally, we should all understand that most of the health insurance industry is nothing but a .gov shadow welfare matrix. Health insurance should be catastrophic coverage only, and thus have an extremely small and streamlined back office labor requirement.

Why? Why did .gov do this? Because almost all of the true manufacturing jobs in the United States have been sent overseas. We MAKE very, very little actual, physical stuff here relative to population and consumption. This economy is now almost entirely a SERVICE economy. Sixty years ago all of the people who are today working in “management” in these defense companies and the other government-created shadow welfare paradigms were working in manufacturing, some in management, and some in actual fabrication.
    [...]
The government created this shadow-welfare economy in order to replace all of the REAL manufacturing jobs that it consciously and willfully exported to China.
Based on the idea of natural rights, government secures those rights to the individual by strictly negative intervention, making justice costless and easy of access; and beyond that it does not go. The State, on the other hand, both in its genesis and by its primary intention, is purely anti-social. It is not based on the idea of natural rights, but on the idea that the individual has no rights except those that the State may provisionally grant him. It has always made justice costly and difficult of access, and has invariably held itself above justice and common morality whenever it could advantage itself by so doing.

Actually, I'm figuring that I could probably easily handle about 10 or 20 of those jobs. I'll do the required necessary overtime for free.
