    EPA: Cleaning Our Environment, Fouling Its Own Hallways with Feces

    Wow. And here I thought only monkeys, and the severely mentally ill and developmentally disabled flung poo. Oh wait...

    Environmental bureaucrats: they are just like us! If we like to leave feces around the hallways of our offices, that is.

    Some digging from Government Executive uncovers some Environmental Protection Agency (EPA) actions that could be said to pollute the human, if not the natural, environment:

    Management for [Environmental Protection Agency] Region 8 in Denver, Colo., wrote an email earlier this year to all staff in the area pleading with them to stop inappropriate bathroom behavior, including defecating in the hallway.

    In the email, obtained by Government Executive, Deputy Regional Administrator Howard Cantor mentioned “several incidents” in the building, including clogging the toilets with paper towels and “an individual placing feces in the hallway” outside the restroom.

    Confounded by what to make of this occurrence, EPA management “consulted” with workplace violence “national expert” John Nicoletti, who said that hallway feces is in fact a health and safety risk. He added the behavior was “very dangerous” and the individuals responsible would “probably escalate” their actions....

    EPA spokesman Richard Mylott provided the following statement:

    “EPA cannot comment on ongoing personnel matters. EPA’s actions in response to recent workplace issues have been deliberate and have focused on ensuring a safe work environment for our employees. Our brief consultation with Dr. Nicoletti on this matter, a resource who regularly provides our office with training and expertise on workplace issues, reflects our commitment to securing a safe workplace.”
    Based on the idea of natural rights, government secures those rights to the individual by strictly negative intervention, making justice costless and easy of access; and beyond that it does not go. The State, on the other hand, both in its genesis and by its primary intention, is purely anti-social. It is not based on the idea of natural rights, but on the idea that the individual has no rights except those that the State may provisionally grant him. It has always made justice costly and difficult of access, and has invariably held itself above justice and common morality whenever it could advantage itself by so doing.

    I see no alternative to dismissing the entire staff.
    There are no crimes against people.

    And the United States Public Health Service Commissioned Corps to investigate the health effects the poop might cause.

    And the Centers for Disease Control and Prevention because there might be an e.coli outbreak.

    And obviously the Department of Homeland Security because this might be a bio-terror attack.

    The story broke early this summer that an EPA employee was pooping all over the Denver EPA office.

    A new report reveals that the story is even more disturbing.

    From the report:

    The day after the memo went out, one EPA official said, “One of my employees refused to come into the office today because she is terrified after hearing a story on the train home last night.”

    “A male supervisor … told her that management knows that it is a female on the [redacted] floor who has been wiping feces and menstrual blood on the walls (I’m really sorry, this is beyond gross) and that they are worried that her behavior is escalating,” the official said in an email…

    One chain of emails pegs the first restroom incident occurring in December 2013 with someone urinating on the toilet seat and the floor.

    There were reported problems in both sexes’ restrooms but on Jan. 13, the ninth floor men’s restroom had “a trail of poop leading out in hallway,” according to the incident report.

    It's not clear if the "vandal" has stopped.

    In any case, reports conflict as to whether the vandalism stopped after the EPA sent a memo out to its Dallas office, but they have not caught the disturbed poop vandal yet. In addition, the EPA has other problem employees to deal with, such as “an employee watching pornography on the job [and] another impersonating a CIA spy.”

    WASHINGTON — A senior EPA official who masqueraded as a CIA spy so he could skip work will be sentenced on Wednesday for defrauding the government out of nearly $1 million.

    John C. Beale, 64, was one of the EPA's top climate experts when he collected hundreds of thousands of dollars in undeserved bonus and travel expenses while disappearing for up to 18 months at a time.

    When his superiors asked of his whereabouts, he answered Pakistan or “Langley,” implying he was reporting to the headquarters of the intelligence agency. According to an NBC News report, Beale once claimed to be urgently needed in Pakistan because the Taliban was torturing his replacement. Federal prosecutors described his fraud as a “crime of massive proportion.”

    Although he was paid more than $200,000 in salary and benefits, Beale didn't show up for work at the EPA for six months in 2008, telling officials he was working on an enormous government project involving “candidate security.”

    He billed the government for first-class airplane trips to London, where he stayed at five-star hotels.

    In fact, Beale had no relationship with the CIA at all. Patrick Sullivan, the EPA investigator, said he confirmed Beale didn't even have a security clearance. He spent much of the time he was purportedly working for the CIA at his Northern Virginia home riding bikes, doing housework and reading books, or at a vacation house on Cape Cod...

    ...there was an 18-month period beginning in June 2011 when Beale performed “absolutely no work.”

    In July 2010, the EPA's human resources office contacted Beale's Office of Air and Radiation with a document it had prepared titled “John Beale Pay Issues,” according to the report. The head of Beale's department was Gina McCarthy, who is now the head of the EPA. The report does not make clear whether the document was given to her.

    A code on Beale's timecard, approved by the Office of Personnel Management, initially allowed his salary to exceed legal limits.

    On Jan. 12, 2011, the EPA's Office of General Counsel warned McCarthy's staff to “stop retention bonus pay,” and McCarthy was asked to inform Beale, according to the report. But on April 2, 2012, McCarthy “confirmed no actions taken on retention bonus due to advice” from the head of the human resources department, according to the report.

    Beale's bonus was not canceled until Feb. 5, 2013. He was forced to retire in April, when his base salary was $164,000. He will collect his pension...

    ...Top EPA officials have told investigators that they believed Beale's story that he was working as a clandestine officer for the CIA and did not question his exorbitant hotel and first-class airfare bills or the bonuses he collected. The scheme began in 1994.
