Well those ANSI landing screens were usually an 80x24 or smaller matrix of ASCII characters, giving you basically 80x24 pixels (unless you used vertical half-blocks, then 80x48). Gif pictures (not just little web elements) even in the late 80s were usually a good deal larger than 80x24 pixels. The ANSI artists eventually decided they wanted to do bigger works with much more than 24 rows. And those scene / zines / artpacks sprouted-up
My innovation in September of 2017 was to use 2x2 unicode blocks to get (sort of) double the pixel density of ascii/ansi. e.g. ▐▝▄▜▝▄▟ If you can find anyone that did that before me, I'll put a pickle in a random neighbor's mailbox.
If you imagine that any current convertor can give you the quality 16-color low-res artwork that a skilled artist can do with hand-placed pixels, then you were never in this business. Someday NNs / AI will probably be able to do it, if someone creates one.
