It is easy to make promises in speeches- afterall, you do want people to like you and vote for you so you tell them what you think they want. Sometimes reality gets in the way of those promises. Bush, like Reagan before him, did not want to raise taxes but saw the deficits rising too quickly. Reagan signed both the biggest tax cuts and the biggest tax increases (at that time) in history.

Well one of them, H. W., to be fair did not really lie... just what you heard was No New Taxes, what he really said was ... "Know New Taxes"!
