I'm not one for defending the cops, but an employee inside hit a panic button just to see what would happen.
The police responded, saw what appeared to be a man with a gun in an upstairs window and acted accordingly. They didn't shoot it, throw stun granades at it or anything like that.
They just had a stand off with a mannequin.
