This summary of the disgusting new gun law was written before the proposal was voted on, and there were amendments, but I don't think anything significant changed:
Create a statewide "dangerous weapon offender" registry. Any CT resident convicted of a gun crime must register with the state for five years and check in once a year with law enforcement. Unlike the sex offender registry, this database is not publicly accessible. In all likelihood, it would be available through FOI.
All guns sales will require universal background checks, regardless of who is selling it and the gun type. (Previously, only licensed dealers had to conduct background checks when selling handguns.)
Over 100 weapons will be banned under an expanded "assault weapons ban." As of right now, all selective-fire firearms are considered assault weapons. Semi-automatic rifles and pistols are judged by their characteristics: for example, any two "military-style" characteristics can render a gun illegal. The proposed legislation only requires that one of these features be present. This will almost certainly cover a wide variety of firearms.
Firearms that violate the above restrictions but are currently owned by CT residents must be registered with the state. Their sale and transfer will be restricted.
Magazines that hold more than 10 rounds will be made illegal. The purchase of a "large capacity magazine" will become a Class D felony. "Large capacity magazines" already possessed by CT residents must be registered with the state and cannot be loaded with more than 10 bullets except in a home or shooting range. Even if you have a concealed carry permit, you may not load one of these magazines past 10 bullets and carry it outside the home except at a shooting range.
Pistols purchased after the effective date of the legislation can never be loaded with a "large capacity magazine", regardless of whether it has 10 rounds in it or not.
The state will issue a "long gun eligibility certificate", which essentially is a permit to buy rifles and shotguns.
The state will issue an "ammunition eligibility certificate", which can be revoked by the state and is required to purchase any ammunition of ammunition magazine. It will be illegal to purchase ammo unless you have gone through the background checks.
Those who have voluntarily admitted themselves into psychiatric care will be barred from owning a firearm for six months after release even if they are not considered a harm to themselves or others.
An individual cannot re-apply for a denied pistol permit for a full year.
