What is the best way to pull off a scam?

Well, first one needs to establish a federal agenda, with this being a top secret, mysterious action performed in the nation's best interest. This makes the actions of the federal government exempt from any future prosecution.

Next, one encourages environmental extremism by utilizing the endeavor of science to create a momentum shift, with this being a scientific revolution, in a direction towards the doom and gloom of global warming.

As a lot of the land owners in the nation will support the process of drilling by way of fracking for gas on their land allowing them to do so in exchange for royalty payments, a lot of land owners will vote to reject such a process in the name of environmentalism.

Weaknesses of the scam: There will be occasional booming noises and shaking of the ground below the residences of the environmentally friendly as the government secretly sucks gas out from underneath them.

Okay, here is how the scam works. In the name of national security, in the nation's best interests, yadda yadda yadda, the CIA purchases an unsuspecting warehouse in an area that doesn't allow drilling for gas. They then employ illegal foreign labor paying them well to hide their operations. They next dig out the warehouse in order to deploy jack up drilling rigs to drill horizontally -- with this being a well known technology.

Here is another problem in pulling off the scam:

1: Delivering supplies to the location where the illegal fracking is being performed would seem to be a difficult task. One example of this problem would be the necessary transporting of new drilling pipe and protective casing to the cite in order to protect the water table.

But as this operation will be performed in the nations best interest, drill pipe will be able to be reused. In other words, drill pipe isn't typically reused by private oil and gas companies because of government regulations. In the "best interests" of our nation, this wouldn't ever be a problem.
Also, in proximity to the cite doing the illegal fracking, warehouses could be built to hold drilling pipe and casing if necessary.
By "if necessary," I mean if the government deems it so. In other words, if the government feels it is in the best interests of our nation to poison the water table, they would surely do that without a second thought. Therefore, the use of protective casing to protect the water table wouldn't even be necessary.

This is similar to the scam of digging beneath the coffins of the wealthy dead in order to steal the wealth they were buried with. First off, the thought of the act is so devious, no one would ever suspect. It would be an an organized crime operation because both the owner of the cemetery and the CIA would be in on the scam. Again, illegal labor would be deployed at the cite of the illegal operation to help keep it a secret.

So, in the end, what is truly the best way to protect the environment? Keep the limits of government as small in size as possible while closing off the borders to illegal aliens. In other words, illegalize illegal labor.
