Assad is not that stupid to use chemical weapons... Using chemical weapons would effectively end his own life. It would give NATO/UN an excuse to go in and he'd be charge with war crime (if he is not dead) and be executed.
It is like Iran getting a nuke and using it. They know they will be toast from counter attacks if they use it.
