    For more than 40 years, California has led the nation in environmental regulation, from passing the toughest coastal protection laws to America's first rules banning leaded gasoline.

    Now, this week -- after Hurricane Sandy pushed the issue of climate change back into the national spotlight -- California will become the first state to begin requiring a broad range of businesses to reduce their greenhouse gas pollution.
    At 10 a.m. Wednesday, the California Air Resources Board is scheduled to hold its first auction to sell pollution allowances under the state's landmark cap-and-trade law.
    The idea is simple: The state sets an overall "cap" for California's greenhouse gas emissions, and companies must buy
    Full cost accounting (FCA) generally refers to the process of collecting and presenting information — about environmental, social, and economic costs and benefits/advantages (collectively known as the "triple bottom line") - for each proposed alternative when a decision is necessary. It is a conventional method of cost accounting that traces direct costs and allocates indirect costs.

    Couple that with their huge tax increase and they are headed off the fiscal cliff in a big hurry.

    According to a Manhattan Institute study, “The Great California Exodus: A Closer Look,” by Thomas Gray and Robert Scardamalia (October 2012), roughly 225,000 residents leave California each year – and have done so for the past 10 years. They take their money with them. Using census and Internal Revenue Service data, Gray and Scardamalia estimate that California’s out-migration results in large shares of income going to other states, mostly to Nevada ($5.67 billion), Arizona ($4.96 billion), Texas ($4.07 billion) and Oregon ($3.85 billion). That’s the problem. California politicians can fleece people in 2012, but there’s no guarantee that they can do the same in 2013 and later years; people can leave. Also, keep in mind that rich people didn’t become rich by being stupid. They have ingenious ways to protect their money.

    They will have to extort whatever they can , and they can do it, all they have to do is buy enough votes in the House and it is a done deal.
