Having only been living in LA for 2 years I am still struggling to familiarize myself with LA structure of government(which is unlike any other state). Where I live in Lacombe (northshore), there is an increasingly organized push to get Lacombe incorporated as a city. To me, that is adding a layer of unnecessary government akin to sanctioning a new gang complete with the pension and benefit rat hole it brings with it, not to mention code enforcement, licensing and inspectors etc.

From my background in Illinois, once a municipality is incorporated it may seek home rule powers. The most damaging power this brings is the ability to add a municipal sales tax. This will very quickly then lead the city level elected officials to become whores for a favored developer.

Obviously, the incorporation of Lacombe is something I want to fight against so any information regarding process would be helpful.
