    Not much white area to work with , I guess the factory workers have to take lunch and have no sandwich truck option ?? No way they have time to leave ...

    China has something similar, but not as black and white and hyper-controlling. Street vendors (all kinds of merchants, not just foods) cannot set up shop in front of a brick and mortar that is open for business. They can, however, set up right on the sidewalk in front of any business that is not open for business. Holiday, after hours, if the business locks its doors and is not offering anything for sale, that location is fair game for any street merchant that wants to set up mobile shop. And it's fully expected that they will clean up after themselves when they are finished.

    An interesting offshoot of this: after-hour crime rates are low where street merchants set up, because they're a natural neighborhood watch of sorts. As hard working entrepreneurs, usually transplants from poorer provinces, with people back home depending on them, they behave like any other merchant. They don't want anything affecting their ability to make a living.

    As a result, you can get pretty much anything you want in cities where the merchants really don't ever sleep.

    Try setting up Juan's Taco stand in front of a Taco Bell that is closed for the night and has its lights out. Our $#@!ing morons-in-charge will chase them off without an ounce of critical thought. Licensing impossible to get, "safety" counted as a concern, you name it. The sidewalks are rolled up. $#@! off, dirty Gypsy. The Taco Bell two miles away doesn't want them set up ANYWHERE, and would band together with other big merchants to "oppose this menace to the public good", because it really means less people will drive two friggin' miles to get a taco in the middle of the night. So everyone (that matters) loses.

    Meanwhile, just like in China, IF there was nothing to prevent Juan from setting up his after hours CHEAP CHEAP taco and homemade tamale stand, and Phuong Chi from setting up her homemade Vietnamese spring roll cart nearby, I'd be in HEAVEN - and so would everyone else, as I've lived it first hand. No, ironically, you have to go to China and elsewhere for that kind of liberty, that kind of opportunity, that kind of "free market".

    So looks like there is a market for a little box that spoofs a fixed GPS location, allowing one to roam freely while appearing stationary.
