A proposal to amend our Constitution: "It shall not be lawful to tax any person or entity for the purpose of compelling or discouraging behavior."

Well, we have other amendments that already imply that. On top of that, since when does the US government follow the Constitution?

The issue is enforcement of the Constitution.
