Searching for an old video on rights vs. privileges

Some time ago I watched a video that very clearly explained the difference between rights and privileges. IIRC it was an animation using stick figures. Does this ring a bell with you? I haven't been able to find it. I wanted to show it to a friend who was talking about our "right to health care" the other day.

here it is ^ privileges and rights....and "the tax farm" . The government only permits enough to produce tax revenue.
