he thinks it depends on the state. He is looking at rules passed in 2008. don't know how they compare to now.

the letter was sent BEFORE the RNC in 2008, the rules he quotes were adopted in Sept 2008 AT the convention, and the rules I've seen recently were updated 2010. So I'm not sure what the rules are now.
