I'm one of the At-Large candidates. Like you said and as far as I know (
), those delegates who are elected and "committed" to someone stay committed until they are released by the national campaigns. I made a website that describes our process:

I will try and dig up the WV GOP rules for this year that describe the process here in WV in more detail, but I think it's as simple as you described. I'm pretty sure I have those files on another computer that I can get to tomorrow. Now I'm definitely not a party-insider here in WV, so I can't count out any funny business....
I'm very excited to see how our primary goes. Unfortunately, I have absolutely no weak or strong about
how it will go....it's really going to be a wait-and-see kind of result. Excitement for the "national scene" here seems pretty non-existent (except for us Paul-ites of course!)...a lot of people will be at the polls for the local stuff, but I'm not sure how many people understand our delegate process. Over in the eastern panhandle, there's a very solid group of Paul folks that have put in a lot of work. I look there for some good outcomes.
We did a small sign wave here in Morgantown today....feedback was mostly very positive. So, we'll see!!
