Is Iraq War Really Over?

According to an article dated February, 2012 the Pentagon wants $3 billion for the War in Iraq that we thought was over. So is the war really over? See link below.

Now I looked on my facebook and one of my friends says "Back in kuwait. Time to finish this and get back to the family." Anyways, makes one wonder. I commented saying I thought the Iraq war was over. Anyways, I know we have hired contract warriors over there, but I did not know we still have troops there. Interesting. I will have to wait and see his response if he can respond on the matter.
