He's right. "Right to privacy" is not mentioned a singe time in the Constitution. The 4th amendment comes close, but it is a right not o be searched without probable cause and a judge-issued warrant, not an infinite right to privacy. The 14th amendment equally does not grant some right to privacy.
The Rockwell article concerns the validity of the case being heard before the Supreme Court. It's not in conflict with the view that privacy is to be held paramount. The question is not "should cops be allowed to barge into gay people's houses and arrest them for being gay" - Ron obviously would say no, absolutely not. The question is "does the SC have jurisdiction over this case".
In short:
Rights exist outside of the ones highlighted in the Constitution - the Constitution does NOT grant rights
Ron is also inconsistent on the 14th Amendment/incorporation doctrine. He generally opposes it, like on this issue, birthright citizenship, abortion (in the case of banning it nationally under the 5th/14th at the DeMint forum, he rejected the incorporation doctrine), and marriage, but he seemingly supports it against the drug war, and in a context that totally and completely undermines his stated support of DOMA here:
Starting at 47:40.
There's also the possibility that Ron has shifted strategy. His focus has become much more libertarian than social conservative over the last five years.

Page 161 of Freedom Under Siege:
Stupid meme is stupid.A free society guarantees freedom of movement and, above all, absolute
privacy. Moving our wealth in and out of the country would be of no concern to the
government. Complete privacy guarantees individual liberty. Our personal lifestyles,
as well as our religious lifestyles would be our business and ours alone.
