Don't know anything about Quayle, saw one video of Schweikert that I liked.

Schweikert opposes restrictions on gun ownership. He has received an "A" rating from both the National Rifle Association and Gun Owners of America.

The establishment is getting behind Quayle. He was endorsed by Eric Cantor and other officials.
I would guess that Schweikert is better based on the video above.

The New American publishes a voting scorecard and ranks house members on 20 key votes in the last session, Schweikert scored 90%, Quayle 80% of the time. Paul scores 100%, but did not vote on some bills because he was campaigning. The votes where they lost points are as follows:
United States-Korea Trade Agreement: Schweikert & Quayle voted "yea". Paul did not vote on this bill, but historically votes against this type of legislation.
Small Business Additional Temporary Extension Act of 2011: Schwiekert & Quayle voted "yea". Paul voted "nay"
Libya Troop Withdraw: Quayle votes "nay", Shwiekert & Paul voted "yea"
Libya Defunding: Quayle votes "nay", Shwiekert & Paul voted "yea"
On all the other key votes Schwiekert, Quayle and Paul voted the same way.
Based upon the voting record I would say that Schwiekert is the preferred of the two.

Schweikert clearly has a better record. He's very strong on fiscal issues, anti-Patriot act and showed some non interventionist tendencies. While few other than Paul are perfect, it's important to get better members whenever it's possible.
