Ah, I see what you are saying. I would rather the reverse was true, however, and you didn't need to be supplied with an infringement in order to travel. I also wish I had a million dollars.

Obviously it'd be better if state simply followed natural law (and the 2nd amendment) and didn't require a permit to carry. But while we work towards that, states that don't infringe on our right to bear arms should issue us a piece of paper to make sure other states obey that right while we travel if we request that piece of paper (well actually I think most CCW's are plastic cards)

Practically speaking, it costs money to operate a permit program. Although a Vermont citizen can benefit from it, it only benefits those outside the jurisdiction of Vermont law. Vermont is focusing on Vermont.

Ideologically speaking, the requirements for permits in other states are seen as unconstitutional by many (including me). Why should Vermont initiate a program to compensate for other states' unconstitutional behavior?

If Virginia ever gets constitutional carry, I hope we drop our permit program.

How much could a system in Vermont cost? It's not like they need database. Basically show you're 18 and a resident and get a piece of paper. They could even do it by mail and charge a small fee to cover the costs. Vermont is small, it's not like they'll be getting hundreds of thousands of applications, especially if they make the permits valid for 10+ years.
