My interpretation of the drawing is different. Russia and China (the flags on the donkeys) vetoed the UN resolution condemning Syrian goverment actions and the US has not stepped in to help them either so the are allowing Assad to plow the land of Syria with the blood of its citizens. They want intervention to help save them.
