I fully expect the media to spin this "failure" for all it's worth, including in tonight's debate. From The Guardian:

Iran nuclear talks a failure, says IAEA

The UN nuclear agency has declared its latest inspection visit to Iran a failure, with the regime blocking access to a key site suspected of hosting covert nuclear weapon research and no agreement reached on how to resolve other unanswered questions.

The statement from the International Atomic Energy Agency was issued shortly after an Iranian general warned of a pre-emptive strike against any nation that threatens Iran.

"We engaged in a constructive spirit but no agreement was reached," the statement quoted IAEA chief Yukiya Amano as saying.

The communique said that Iran did not grant requests by the IAEA mission to visit Parchin, a military site thought to be used for explosives testing related to triggering a nuclear weapon. Amano called this decision "disappointing". No agreement was reached on how to begin "clarification of unresolved issues in connection with Iran's nuclear programme, particularly those relating to possible military dimensions", the statement said.

Meanwhile, the Iran army just started a 4 day air defense exercise in a 190,000 square kilometer area in southern Iran:

Is it just me, or is this like the international community throwing a fit because the US wouldn't allow U.N. inspectors into Area 51? The report itself says they aren't allowed access to certain military installations. I don't know. Maybe it's just me, but that doesn't seem so shocking to me at all.

As far as I know, without really looking into it, Israel has not signed the Non-Proliferation Treaty, and does not allow inspectors into their country at all.

Their asking for access to the site is a violation of the NPT. It has nothing to do with diversion of nuclear material. Nuclear weapons "research" is not covered by NPT, and they are violating the treaty by trying to broaden it to that scale. "Research" could mean anything. Here's some of the "research" materials they're claiming Iran is using to get nukes.

high speed electronic switches and spark gaps (useful for triggering and firing detonators); high speed cameras (useful in experimental diagnostics); neutron sources (useful for calibrating neutron measuring equipment); radiation detection and measuring equipment (useful in a nuclear material production environment); and training courses on topics relevant to nuclear explosives development (such as neutron cross section calculations and shock wave interactions/hydrodynamics).
