Douglas County Can't Vote?

I live in Douglas County. A local article says there is no primary here this election. Do I have any options?

The article talks about local primaries. You can't vote in any local races if there aren't any local races. You will be able to vote RP for republican nominee in April though when the statewide primaries are held.
