    I want to know how,
    It might be a way to counter propaganda, or to promote ideas with a media blackout.

    I see this as a potentially useful bit of knowledge.
    Liberty is lost through complacency and a subservient mindset.     I always wondered if what V did in the V for Vendetta movie was the only way to wake people up, namely take control of the broadcast of all TV stations and broadcast some powerful video about the FED and their inflation tax and other vile oppressive things the government does or allows to happen.

    He tapped into the State Emergency Broadcast, directly at the studio. At the source. But that was a fictional system.
    This guy allegedly hacked into the broadcast signal.

    Inserting a message to the American people and countering propaganda. Or informing them of Contraband knowledge. Or promoting a candidate that is Blacked Out,, etc

    I can see how this might be used for "positive" purpose.
