I don't even know what this is but it sure sounds like a treaty which requires ratification by 2/3 of the senate, to me, and usually when he (or Bush) do end runs like that it is for something that would never pass if it had to be ratified.

King George never had such power.

So, does anyone have a clue what this is?

I honestly don't know. I know that the 'rights of a child' declaration would interfere in domestic law and even family relationships, however, and since then I just figured anything from the UN was probably contrary to US sovereignity....
