Either Wikileaks is legit and the government is going to use it as an excuse to take control of the Internet.

OR

Wikileaks is a government creation and they're going to use it as an excuse to take control of the Internet.

I have my suspicions, but there's no way of knowing for sure. Yet.

Wikileaks is a response to the Government disinformation and attempts to control the internet.

There have been attempts to control it before Wikileaks was created. (that is why it was created)

Th government will try to control information (and the internet) regardless. It is what they do.
