    DynCorp: WikiLeaks is not kind

Another international conflict, another horrific taxpayer-funded sex scandal for DynCorp, the private security contractor tasked with training the Afghan police.

While the company is officially based in the DC area, most of its business is managed on a satellite campus at Alliance Airport north of Fort Worth. And if one of the diplomatic cables from the WikiLeaks archive is to be believed, boy howdy, are their doings in Afghanistan shady.

The Afghanistan cable (dated June 24, 2009) discusses a meeting between Afghan Interior Minister Hanif Atmar and US assistant ambassador Joseph Mussomeli. Prime among Atmar's concerns was a party partially thrown by DynCorp for Afghan police recruits in Kunduz Province.

Many of DynCorp's employees are ex-Green Berets and veterans of other elite units, and the company was commissioned by the US government to provide training for the Afghani police. According to most reports, over 95 percent of its $2 billion annual revenue comes from US taxpayers.

And in Kunduz province, according to the leaked cable, that money was flowing to drug dealers and pimps. Pimps of children, to be more precise. (The exact type of drug was never specified.)

Since this is Afghanistan, you probably already knew this wasn't a kegger. Instead, this DynCorp soiree was a bacha bazi ("boy-play") party, much like the ones uncovered earlier this year by Frontline.

Bacha bazi is a pre-Islamic Afghan tradition that was banned by the Taliban. Bacha boys are eight- to 15-years-old. They put on make-up, tie bells to their feet and slip into scanty women's clothing, and then, to the whine of a harmonium and wailing vocals, they dance seductively to smoky roomfuls of leering older men.

After the show is over, their services are auctioned off to the highest bidder, who will sometimes purchase a boy outright. And by services, we mean anal sex: The State Department has called bacha bazi a "widespread, culturally accepted form of male rape." (While it may be culturally accepted, it violates both Sharia law and Afghan civil code.)

For Pashtuns in the South of Afghanistan, there is no shame in having a little boy lover; on the contrary, it is a matter of pride. Those who can afford the most attractive boy are the players in their world, the OG's of places like Kandahar and Khost. On the Frontline video, ridiculously macho warrior guys brag about their young boyfriends utterly without shame.

So perhaps in the evil world of Realpolitik, in which there is apparently no moral compass US private contractors won't smash to smithereens, it made sense for DynCorp to drug up some Pashtun police recruits and turn them loose on a bunch of little boys. But according to the leaked document, Atmar, the Afghani interior minister, was terrified this story would catch a reporter's ear.

He urged the US State Department to shut down a reporter he heard was snooping around, and was horrified that a rumored videotape of the party might surface. He predicted that any story about the party would "endanger lives." He said that his government had arrested two Afghan police and nine Afghan civilians on charges of "purchasing a service from a child" in connection with the party, but that he was worried about the image of their "foreign mentors," by which he apparently meant DynCorp. American diplomats told him to chill. They apparently had a better handle on our media than Atmar, because when a report of the party finally did emerge, it was neutered to the point of near-falsehood.

The UK Guardian picks up the tale:

US diplomats cautioned against an "overreaction" and said that approaching the journalist involved would only make the story worse.

"A widely-anticipated newspaper article on the Kunduz scandal has not appeared but, if there is too much noise that may prompt the journalist to publish," the cable said.

The strategy appeared to work when an article was published in July by the Washington Post about the incident, which made little of the affair, saying it was an incident of "questionable management oversight" in which foreign DynCorp workers "hired a teenage boy to perform a tribal dance at a company farewell party".

A tribal dance? Could illegal strip clubs stateside possibly try that one out? "Naw, those are not full-contact lap-dances, Mr. Vice Cop. Krystal and Lexxis are just performing an ancient Cherokee fertility dance. See those buck-skin thongs on and those feathers in their hair?"

As we mentioned, this isn't DynCorp's first brush with the sex-slavery game. Back in Bosnia in 1999, US policewoman Kathryn Bolkovac was fired from DynCorp after blowing the whistle on a sex-slave ring operating on one of our bases there. DynCorp's employees were accused of raping and peddling girls as young as 12 from countries like Ukraine, Moldova and Romania. The company was forced to settle lawsuits against Bolkovac (whose story was recently told in the feature film The Whistleblower) and another man who informed authorities about DynCorp's sex ring.

There's your tax dollars at work, Joe Six-Pack. Maybe now you won't get so worked up about the fact that KPFT gets about ten percent of its funding from the government and uses some of it to air Al-Jazeera.

It has also been reported that under MK-Ultra child prostitution was run by our government.

    The abuses were never prosecuted.

Liberty is lost through complacency and a subservient mindset. When we accept or even welcome automobile checkpoints, random searches, mandatory identification cards, and paramilitary police in our streets, we have lost a vital part of our American heritage. America was born of protest, revolution, and mistrust of government. Subservient societies neither maintain nor deserve freedom for long.

exactly how I felt when I read this.

I read a novel about afghanistan ... it was The Kite Runner, and it talked about this practice of putting makeup on boys and adult men using them for sex. In the novel I thought it was a perversion of the evil character. I did not realize it was a cultural practice.

God. Give the place back to the Taliban. At least they tried to limit this kind of thing. Unlike the US who apparently subsidizes it.

The Taliban limited it to themselves in best authoritarian tradition. "It's not homosexual unless it is with another man." Boys don't count.
Out of every one hundred men they send us, ten should not even be here. Eighty will do nothing but serve as targets for the enemy. Nine are real fighters, and we are lucky to have them, upon them depends our success in battle. But one, ah the one, he is a real warrior, and he will bring the others back from battle alive.

DynCorp has been running child sex-slave rings for a long time now. I'm sure Bosnia is not the only other example. I remember hearing Alex Jones talk about it at least 5 years ago.

What an evil bunch of sickos. There has got to be a special place for scum like this.

Any evidence of that charge? I'm no fan of the Taliban by any stretch, but they seem to have been right on that one. Broken clock....twice a day.

The Taliban ban you quoted dates from Ramadan 2006, not while the Taliban ran Afghanistan

    http://www.signandsight.com/features/1071.html

From the highest leader of the Islamic Emirates of Afghanistan.

Every Mujahid must abide by the following rules:

    1) A Taliban commander is permitted to extend an invitation to all Afghans who support infidels so that they may convert to the true Islam.

    2) We guarantee to any man who turns his back on infidels, personal security and the security of his possessions. But if he becomes involved in a dispute, or someone accuses him of something, he must submit to our judiciary.

    3) Mujahideen who protect new Taliban recruits must inform their commander.

    4) A convert to the Taliban, who does not behave loyally and becomes a traitor, forfeits our protection. He will be given no second chance.

    5) A Mujahid who kills a new Taliban recruit forfeits our protection and will be punished according to Islamic law.

    6) If a Taliban fighter wants to move to another district, he is permitted to do so, but he must first acquire the permission of his group leader.

    7) A Mujahid who takes a foreign infidel as prisoner with the consent of a group leader may not exchange him for other prisoners or money.

    8) A provincial, district or regional commander may not sign a contract to work for a non-governmental organization or accept money from an NGO. The Shura (the highest Taliban council) alone may determine all dealings with NGOs.

    9) Taliban may not use Jihad equipment or property for personal ends.

    10) Every Talib is accountable to his superiors in matters of money spending and equipment usage.

    11) Mujadideen may not sell equipment, unless the provincial commander permits him to do so.

    12) A group of Mujahideen may not take in Mujahideen from another group to increase their own power. This is only allowed when there are good reasons for it, such as a lack of fighters in one particular group. Then written permission must be given and the weapons of the new members must stay with their old group.

    13) Weapons and equipment taken from infidels or their allies must be fairly distributed among the Mujahideen.

    14) If someone who works with infidels wants to cooperate with Mujahideen, he should not be killed. If he is killed, his murderer must stand before an Islamic court.

    15) A Mujahid or leader who torments an innocent person must be warned by his superiors. If he does not change his behaviour he must be thrown out of the Taliban movement.

    16) It is strictly forbidden to search houses or confiscate weapons without the permission of a district or provincial commander.

    17) Mujahideen have no right to confiscate money or personal possessions of civilians.

    18) Mujahideen should refrain from smoking cigarettes.

    19) Mujahideen are not allowed to take young boys with no facial hair onto the battlefield or into their private quarters.

    20) If members of the opposition or the civil government wish to be loyal to the Taliban, we may take their conditions into consideration. A final decision must be made by the military council.

    21) Anyone with a bad reputation or who has killed civilians during the Jihad may not be accepted into the Taliban movement. If the highest leader has personally forgiven him, he will remain at home in the future.

    22) If a Mujahid is found guilty of a crime and his commander has barred him from the group, no other group may take him in. If he wishes to resume contact with the Taliban, he must ask forgiveness from his former group.

    23) If a Mujahid is faced with a problem that is not described in this book, his commander must find a solution in consultation with the group.

    24) It is forbidden to work as a teacher under the current puppet regime, because this strengthens the system of the infidels. True Muslims should apply to study with a religiously trained teacher and study in a Mosque or similar institution. Textbooks must come from the period of the Jihad or from the Taliban regime.

    25) Anyone who works as a teacher for the current puppet regime must recieve a warning. If he nevertheless refuses to give up his job, he must be beaten. If the teacher still continues to instruct contrary to the principles of Islam, the district commander or a group leader must kill him.

    26) Those NGOs that come to the country under the rule of the infidels must be treated as the government is treated. They have come under the guise of helping people but in fact are part of the regime. Thus we tolerate none of their activities, whether it be building of streets, bridges, clinics, schools, madrases (schools for Koran study) or other works. If a school fails to heed a warning to close, it must be burned. But all religious books must be secured beforehand.

    27) As long as a person has not been convicted of espionage and punished for it, no one may take up the issue on their own. Only the district commander is in charge. Witnesses who testify in a procedure must be in good psychological condition, possess an untarnished religious reputation, and not have committed any major crime. The punishment may take place only after the conclusion of the trial.

    28) No lower-level commander may interfere with contention among the populace. If an argument cannot be resolved, the district or regional commander must step in to handle the matter. The case should be discussed by religious experts (Ulema) or a council of elders (Jirga). If they find no solution, the case must be referred to well-known religious authorities.

    29) Every Mujahid must post a watch, day and night.

    30) The above 29 rules are obligatory. Anyone who offends this code must be judged according to the laws of the Islamic Emirates.

This Book of Rules is intended for the Mujahideen who dedicate their lives to Islam and the almighty Allah. This is a complete guidebook for the progress of Jihad, and every Mujahid must keep these rules; it is the duty of every Jihadist and true believer.

Signed by the highest leader of the Islamic Emirates of Afghanistan

(Editor's note: this Book of Rules was distributed initially to the 33 members of the Shura, the highest Taliban council, at their meeting during Ramadan 2006.)

These rules are very similar to Mao's rules for the Chinese PLA douring the "long march".

From some of the blogs out there-

It is no surprise that John Racy, a psychiatrist with much experience in Arab societies (currently at University of Arizona), has noted that homosexuality is “extremely common” in many parts of the Arab world. [1] Indeed, even though homosexuality is officially despised in this culture and strictly prohibited and punishable by imprisonment, incarceration and/or death, having sex with boys or effeminate men is actually a social norm. Males serve as available substitutes for unavailable women. The key is this: the male who does the penetrating is not considered to be homosexual or emasculated any more than if he were to have sex with his wife, while the male who is penetrated is emasculated. The boy, however, is not considered to be emasculated since he is not yet considered to be a man. A man who has sex with boys is simply doing what many men (especially unmarried ones) do. [2] And this reality is connected to the fact that, as scholar Bruce Dunne has demonstrated, sex in Islamic-Arab societies is not about mutuality between partners, but about the adult male's achievement of pleasure through violent domination. [3]
