Step 1 – County Delegate Filing

Purpose: To file to be on the ballot as a county delegate (in practice, any one who files at this point will be a county delegate).

Timing: 03/01/2004

Process: File form prescribed by the Secretary of State by this date.

Step 1 – Primary Election

Purpose: To conduct a presidential preference beauty contest (NE Statutes §32-401).

Timing: 5/11/04

Qualifications: Closed primary. Mail-in registration deadline is 04/23/2004. In-person registration deadline is 05/03/2004.

Step 2 - Delegate Filing

Purpose: To qualify for election as a national convention CD or AL delegate or alternate delegate.

Timing: 5/25/04: notice of intent deadline.
6/18/04: deadline for delegate and alternate designation of presidential candidate.

Qualifications: Only persons elected as state convention delegates or alternate delegates are eligible to be elected as national convention AL delegates or alternate delegates.

Process: Each candidate for CD or AL delegate or alternate delegate must file for election by mailing a notice of intent to the state party no later than ten days after the primary election (NE Party Constitution, Art. VII, §3(c-d)). Must be postmarked or received by the NE GOP no later than May 25, 2004 (Notice of Intent Form).

All delegate and alternate candidates must also designate a presidential preference or have designated themselves as uncommitted at least 5 business days prior to the state
convention. Delegate and alternate candidates indicate their preference by mailing a notice to the state party headquarters postmarked no later than 5 business days before the state convention (NE Party Constitution, Art. VII, §3(e). Must be postmarked or received no later than June 18, 2004 (Notice of Commitment Form).

Step 3 – County Conventions

Purpose: To elect delegates to state convention.

Timing: 6/1/04 – 6/10/04 (most will be held by 6/7/2004)

Qualifications: Delegates to county conventions are elected in primary.

Process: Precinct committee people are elected in the primary and are the delegates to the county conventions. Delegates to the state convention are elected at each county convention. No proxy voting permitted (NE Party Constitution, Article V, §3).

Step 4 – Convention Caucuses and State Convention

Purpose: To elect national CD and AL delegates

Timing: 6/26/04: state convention

Process: Candidates for AL and CD delegate or alternate must file for election with the state GOP no later than 10 business days after the primary (NE Party Constitution, Art. VII, §3(c-d)). Only (credentialed) delegates and alternates to the state convention can be elected as national AL delegates. Presidential preference will appear on the ballot next to the delegate candidate’s name. No proxy voting permitted (NE Party Constitution, Article V, §3).

CD will caucus at the state convention. The State Chairman will appoint a presiding officer and ballot committee for each caucus. All voting will be done by secret ballot. The three (3) candidates for delegate who receive the largest number of votes will be elected as delegates. The same procedure will follow to elect the three (3) alternate delegates in each CD caucus (Rules Nebraska Republican Party State Convention, Rule 11).

AL delegates will be chosen at the state convention. All voting will be done by secret ballot. The twenty-three (23) delegates who receive the most votes will be elected. The same procedure will be used to choose the twenty-three alternates (Rules Nebraska Republican Party State Convention, Rule 12)

Step 5 – Organizing State Delegation

Purpose: To organize National Convention delegation and choose delegation leadership and members of the Convention Committees from the state.

Timing: Promptly following their election (RNC Rule 40(a)). Caucus of elected delegates after the convention is adjourned.

Process: National Party Rules require the election of one (1) man and one (1) woman for each of the four (4) Convention Committees, including: Committee on Resolutions (Platform), Committee on Credentials, Committee on Rules and Order of Business, and Committee on Permanent Organization. States are required to file notice with the RNC Secretary the selection of these committee members and their state delegation chairman. Alternate delegates may not serve as delegation chairman or as members of the convention committees (RNC Rules, Rule 40(a)).

Step 6 – Certifying Delegates to the RNC

Purpose: Filing of the credentials of the state delegation to the Secretary of the RNC.

Timing: 7/31/04

Process: No later than thirty (30) days before the time set for the meeting of the national convention, the credentials of each delegate and alternate delegate shall be filed with the secretary of the Republican National Committee for use by the secretary in making up the temporary roll of the national convention (RNC Rule 18(c)).

Presidential Electors

Chosen at the State Convention (NE Party Constitution, Art. VII, §2). The officers of the convention shall certify the names of the electors to the Governor and Secretary of State (NE Statutes §32-710).

Other Information

• Delegates are bound for 2 ballots, unless candidate receives less than 35% of the
vote on the first ballot (NE Statutes §32-704).
