Step 3 – Presidential/Delegate Primary Election
Purpose: To allocate delegates and alternates on a proportional basis among the candidates according to the results of the 2004 Louisiana presidential preference primary. Resolution, The Republican Party of Louisiana Delegate Selection Process.
Timing: 03/09/2004
Qualifications: Only registered Republicans may vote. See La. Rev. Stat. Ann. §
18:1280.21.
Process: The presidential primary is held and delegates are allocated to the candidates proportionally based upon the primary results. A candidate must receive 10% of the vote to receive delegates. Any candidate receiving a non-whole number of delegates will be allocated the nearest lower number of delegates. Any delegate positions left unallocated as a result of the 10% threshold, or rounding down, shall be allocated to the candidate receiving the highest overall vote total. After the delegate and alternate delegate positions are allocated as described above, the Presidential candidates select individuals to fill the delegate positions they have been allocated. This selection process is to take place between one (1) and seven (7) days after the primary election results are certified by the Secretary of State. The candidate receiving the most delegates submits his selections, followed by the candidate receiving the second most votes, and so on, until the entire Louisiana delegate slate is filled. Step 4 – Certification of Delegates
Purpose: To file credentials of delegation to the Secretary of the RNC.
Timing: 07/31/2004
Process: No later than thirty (30) days before the time set for the meeting of the National Convention, the credentials of each delegate and alternate delegate shall be filed with the secretary of the RNC for use by the secretary in preparing the temporary roll of the National Convention. RNC Rule 18(c). See also State Party Rule 10, § 9.
Step 5 – Organizing Convention Delegation
Purpose: To select National Convention delegation chairman and to allocate
delegates to Convention Committees.
Timing: Promptly following selection of delegates. RNC Rule 40(a).
Process: National Party Rules require the election of a delegation chairman, as well as one (1) man and one (1) woman for each of the four (4) Convention Committees, including: Committee on Resolutions (Platform), Committee on Credentials, Committee on Rules and Order of Business, and Committee on Permanent Organization. States are required to file notice with the RNC Secretary the selection of these committee members and their state delegation chairman. Alternate delegates may not serve as delegation chairman or as members of the convention committees. RNC Rule 40(a).
Presidential Electors
• Each recognized political party shall nominate a full slate of candidates for Presidential
Elector – one from each CD and two AL. This nomination shall be made by state central committee resolution. La. Rev. Stat. Ann. § 18:1253A.
• State central committee must certify its slate of candidates to the Secretary of State prior to 5:00 pm on September 7, 2004. (Should accompany certification of nominees for President and Vice President.) La. Rev. Stat. Ann. § 18:1253E.
Other Information
• Resolution, The Republican Party of Louisiana Delegate Selection Process, implies that AL delegates and AL alternate delegates are bound to the candidate that selected them unless and until released. If released, these delegates and alternate delegates must vote for a candidate that qualified for the Louisiana primary.
• Resolution, Rules for Delegate Election Process, does not suggest that elected CD
delegates and CD alternates are bound to any particular candidate. (are they supposed to bound to the winner of the CD?)
