Step 1 – County Mass Meetings
Purpose: To elect delegates and alternate delegates to the congressional district
and state conventions.
Timing: Saturday, 03/20/2004 10:00 AM Local Time (KY Party Rule Sec. 6.02)
Location: County Seat of each County (at the Courthouse unless otherwise
advertised by GOP County Chairman). (KY Party Rules Sec. 6.02)
Qualifications: All registered Republican voters (except those who switched their registration to Republican after 01/27/2004) who reside in the county. (KY Party Rules Sec. 6.02)
Process: The number of delegates and alternate delegates elected by each county is provided for in the official call to convention. The nominating committee nominates a slate of delegate and alternate delegate candidates to the congressional district and state conventions. The slate is voted on and, if there is not a majority of votes for the slate, alternate slates may be nominated. Voting is conducted until a slate receives a majority of votes (KY Party Rules, Sec. 6.02). The vica-voce or the ballot form of voting may be used. (Call for the KRS Convention for 2004).
A complete list of the names of the county’s delegates and alternate delegates to the District and State Conventions, as elected at the County Mass Convention, will be certified by the County Convention Chairman and Secretary to the Secretary of the RSCC (with a copy to the State Chairman) and must arrive at the State Headquarters not later than 10 days before the District Convention (KY Party Rules, Sec. 6.03).
According to the Official Call for the Kentucky Republican State Convention for 2004, “in the county of Jefferson, Delegates and Alternates to the District and State Conventions shall be chosen in Mass Convention(s) to be held in such place or places deemed most appropriate by the Jefferson County Executive Committee.” Approximately one-fifth of the delegates to the state convention are selected from Jefferson County.
Step 2 – Congressional District Conventions
Purpose: To elect CD national convention delegates and alternate delegates, a member of the state convention nominating committee, and a Presidential Elector (KY Party Rule, Sec. 6.05(d)).
Timing: 4/24 – 5/22
Qualifications: Certified delegates and alternate delegates elected at the county mass
meetings.
Process: The nominating committee nominates a slate of CD delegates and alternate delegates and if rejected, the nominating committee submits a new slate. This process is repeated until a slate is approved by the convention (KY Party Rules, Sec. 6.04 (d)). All voting shall be by voice vote unless otherwise provided in the District Convention Rules or upon the direction of the Chair (Temporary 2004 Republican District Convention Rules, ¶ 8).
Step 3- Presidential Preference Primary
Purpose: To allocate and bind the national convention delegates and alternate
delegates.
Timing: 05/18/2004 (KRS 118.561).
Qualifications: Closed primary (KRS 118.571)
Step 4 – State Convention
Purpose: To elect AL national convention delegates and alternate delegates and
two (2) at-large Presidential Electors (KY Party Rules, Sec. 6.05(e)).
Timing: 06/05/2004, 1:00 PM (ET).
Qualifications: Certified delegates and alternate delegates elected at the county mass
convention.
Process: The nominating committee nominates a slate of AL delegates and alternate delegates and if rejected, the nominating committee submits a new slate. This process is repeated until a slate is approved by the convention.
Step 5 – Organizing State Delegation
Purpose: To elect a delegation chairman and representatives (one (1) man and
one (1) woman) to each of the National Convention Committees.
Timing: Promptly following selection of delegates. RNC Rule 40(a).
Process: The delegates and alternates to the National Convention will meet in KY at the call of the State Chairman prior to the National Convention to select a delegation chairman and members to the Convention Committees (KY Party Rules, Sec. 6.06).
National Party Rules require the election of one (1) man and one (1) woman for each of the four (4) Convention Committees, including: Committee on Resolutions (Platform), Committee on Credentials, Committee on Rules and Order of Business, and Committee on Permanent Organization. States are required to file notice with the RNC Secretary the selection of these committee members and their state delegation chairman. Alternate delegates may not serve as delegation chairman or as members of the convention committees (RNC Rules, Rule 40(a)).
Step 6 – Certification of Delegates
Purpose: Filing of the credentials of the state delegation to the Secretary of the RNC.
Timing: 07/31/2004
Process: No later than thirty (30) days before the time set for the meeting of the national convention, the credentials of each delegate and alternate delegate shall be filed with the secretary of the Republican National Committee for use by the secretary in making up the temporary roll of the national convention (RNC Rule 18(c)).
Presidential Electors
One (1) Presidential Elector is chosen at each of the state’s Congressional District
Conventions (date TBD). (KY Party Rule, Sec. 6.05(d)).
Two (2) At-Large Presidential Electors are chosen at the State Convention on 06/05/2004.
The State Convention Nominating Committee nominates a slate of Presidential Electors, which is voted upon separate from the other slates submitted by the Nominating
Committee. If rejected, the Nominating Committee submits a new slate. This process is
repeated until a slate is approved by the convention (KY Party Rules, Sec. 6.05(e)).
The electors will meet at the State Capitol at 11:45 am on the first Monday after the second Wednesday in December (after the Presidential Election) and give their votes at or after 12 noon (KRS 118.445).
Other Information
• Order of candidates names on primary ballot determined by lot.
• Primary ballot includes “uncommitted” listing.
• Delegates are bound proportionally to the primary with a threshold of 15%. The
committed/allocated delegates are bound to vote for the candidate to whom they are
pledged on the first ballot at the national convention, unless the candidate dies or
withdraws. Withdrawal means notice in writing by the candidate to the chairman of the
KY delegation prior to the first ballot at the national convention (KRS 118.641).
