Is using state resources to campaign illegal? or FEC violation?

I've definitely heard and read before that it is. Even using government phones to do campaign business is illegal. Sorry, I don't have a source and don't want to go fishing for one at the moment. But I bet one won't be hard to find.

YEah, i haven't found a definitive answer yet. I know that federal office holders are not allowed, but not sure if it applies to state office holders running for federal office.
