I linked to the article. MRocked took Rand's "moderate" quote out of what he posted, but you're not making the same criticism of him.

Since I'm apparently a "dipstick," what did Rand mean when he said this:

“The interesting thing is they start out with that being my position and I’m actually much more moderate than that. You know how moderate I am,” Paul said during the one-hour radio interview.

After listening to the interview on youtube, I think Rand Paul was basically saying that his moderate approach to the USDA would be starting with the steps he mentioned. Does Jack Conway disagree with those proposals?

Conway has said Paul is for abolishing the USDA and I'm pretty sure that is untrue. So, anything short of abolishing it must be moderate in Rand's eyes.

It is like my wife. She has been wanting to remodel the house for the past 2 years. I argue for doing one room at a time, she insists on doing the whole house at once. So what happens? nothing has been remodeled yet, even though we'd probably be 2/3 of the way done if we had done it room by room because we have to do too much prep work to get it all done at once and then I'd have to take time off work as well (since i work at home). bah.
