This is what I was confused about.
I read that too, and with their federal primary when it is, I thought the date would be much, much later.
But I was overruled by the NYers on the board with the practical sense that instead of arguing we should assume it it the earlier date of the two possible, just in case.

According to NY state law, you cannot change your party affiliation until after the next general election. NY also wants paper work filed 25 days before the election in which an action is desired.
Therefor if you are changing party affiliation you must have filed by October 12 as the next general election is November 7.
If you are registering to vote for the first time and would like to vote in the 2008 presidential primary you must submit your registration by January 10, I believe.
