very interesting. of course, she SAID she would resign, didn't she. well, she said before that she would only do 2 terms and here she is in her third.

I think Ron Paul used it in 2007/2008. I know he spoke of some LBJ law regarding him being able to run for President while keeping his Congressional seat. Or do I mis-understand your question?
