As a move back to the 9th/10th Amendments should sovereign State governments issue their own passports?
I don't know.
Governments should not issue IDs, passports, etc. Makes it easier for them to track you and make you conform to their illegitimate laws.

Yes, states should issue passports. I do not see reference in the Constitution giving the federal government authority to issue passports. It should be reserved to the states.
Insanity should be defined as trusting the government to solve a problem they caused in the first place. Please do not go insane!

The question should be whether government should regulate the free movement of individuals. I agree with heavonlyboy34 in that passports are statist IDs. If you concede the validity of this control, you've opended Pandora's Box to all statist control.
It used to be that passports were only issued in times of war......an actual declared war.
Keep in mind that a Passport is only a document which lends the credibility of your government to your name.
In other words when you travel to a foreign country they will inspect your passport to see if your government considers you a credible individual.
