No it isn't. Fascism is an economic system in which a large central government controls and regulates the economy.
What MLK is preaching is cultural Marxism that arose from the Frankfurt School in Germany. The influence of cultural Marxism is heavy in America because those of the Frankfurt School fled to America when Hitler rose to power and then established themselves in American universities.
