Am I reading this correctly that the GOP is endorsing the Democrat leaving the GOP to file as an independent?

Any insight would be helpful. Sometimes I get the impression that the Republicans easily give up in their local districts to the "bigger" GOP talking points and have stop thinking for themselves and fighting for the people.
