I would say with 99.9% certainty it's no they are not. Bob Barr went to high school abroad, William did not. William is Catholic, Bob is not. Bob was born in Iowa City 1948, William NYC 1950. Usually high profile siblings are linked to each others profiles. If Bob Barr's brother was Attorney General under GHWB, Wikipedia would know
