idk, could be a snitch, or just proactively building cases against his peers for when he gets accused of not being woke. We called it mutually assured destruction (MAD) in the 80s. The idea was that if someone nuked you, you could nuke them back. I can totally see kids adopting this idea for cancel culture. Not saying that's what he's doing or that it's "right," but it certainly worked for Hoover.
