Why?
I pretty much agree with everything you're saying here:
1 - Yes, there should have been a security detail around him, especially under the conditions. They should have escorted him and his party away from the dangerous area, and provided cover, in the form of a secure vehicle of some sort. But he didn't.
2 - Yes, the crowd around him, of about 60 to 80 people, didn't become overly violent. They were loud, abusive, vulgar, threatening and starting to get physically pushy. We do not have, or least I have not seen, video coverage of the time that elapsed before the extra cops got on scene that Kelly Paul was describing as "terrifying" as the mob moved shouting "we're gonna fuck you up". Had Rand been carrying, that would have been enough justification to get his gun out and go to work. Given the fact there has already been two violent attempts on Rand's life, more than justified, I think.
I don't know who the screaming bearded guy is or what context that is.

The police officers who escorted Sen. Rand Paul through a crowd of protesters in Washington, D.C., this week should receive a "medal of some kind," President Donald Trump said Friday evening.
Speaking to a crowd in Manchester, New Hampshire, Trump said Paul and others "walked out to a bunch of thugs" Thursday following his nomination acceptance speech.
"Rand Paul was in big trouble last night. He's a good guy, he's a friend of mine, and that shouldn't happen to anybody," Trump said. "But here's the U.S. senator walking outside, and those four policemen should be brought over to the White House. We ought to give them a medal of some kind, and we're going to do it. We're going to do it."
Trump, who has frequently called protesters "rioters" and "looters," went on to say that D.C. Mayor Muriel Bowser "should be ashamed of herself" for the situation. He also threatened to invoke the Insurrection Act, which allows the federal government to deploy the military domestically.

It’s funny because it’s not even about ideology for these mobs. Want to know how I’m sure? Among their obscenities and threats, they also screamed “Say Her Name” at me, a reference to the tragic killing of Breonna Taylor in Kentucky.
I’ve said her name as loudly and often as anyone. In fact, after meeting with her family, I authored the “Justice For Breonna Taylor” Act, ending the no-knock warrants that caused her death.
I am THE SPONSOR of the thing they wanted done. But of course, that didn’t matter.
It’s not what the current anarchy and violence are about. Legitimate protest has turned into indiscriminate mob violence, and that’s both sad and enraging.
I hope it all comes to an end soon, and local leaders will come to their senses.

Cernovich is FOR Rand's reform bill, might want to watch the video before commenting. He is just talking about when Rand was against the federal government enforcing laws that the local governments were not enforcing, such as protecting federal buildings and businesses/homes/innocent people like Rand from looting/rioting when local governments ask for help.

President Donald Trump will honor the four police officers who protected Sen. Rand Paul (R-Ky.) from a threatening mob as he and his wife were leaving the White House last Thursday, Trump said in an interview Monday.
Speaking with Fox News Host Laura Ingraham, Trump made the announcement while contrasting the way media and Democrats portray his supporters when they peacefully protest with the way they portray violent left-wing mobs:

The U.S. Attorney’s Office for the District of Columbia charged a 27-year-old man from Florida on Wednesday with one count of assault for attacking a Metropolitan police officer on the final night of the Republican National Convention.
Federal prosecutors allege that Brennen Sermon of Orlando was in the vicinity of a scuffle between Sen. Rand Paul and angry rioters who hurled insults at him and his wife, Kelley Ashby Paul. Sermon is accused of punching a Metropolitan police officer in the face following an earlier confrontation in which Sermon shoved an officer who was protecting the Pauls during a night of tense demonstrations in the nation's capital.
"One of the brave DC cops who likely saved Kelley and me was assaulted by one of the violent mob," Paul tweeted following the arrest. "The attacker was arrested and charged with assault, then released. (If you’re looking for him, maybe try Kenosha)."
