Yes - it's always talk of sanctions, never talk of stopping selling arms.
Sanctions will actually hurt civilians. Stopping the arms sales will save lives.
There's no reason to be selling arms to these regimes.

The only reason to sell them arms would be if we went full AnCap and sold arms to anyone including rebels and other non-government groups.

That's true - I could see that point. But as it stands under the current system, it just seems like the stupidest thing to be discussing sanctions while never discussing arm sales.

Yes, there are only 3 morally defensible positions in the arms trade and our current policy isn't any of them.
1 full AnCap as stated above
2 only sell to people you can trust to not misuse the weapons, the Saudis don't qualify and neither do most potential customers
3 only sell to your own country to provide for your own defense
