It certainly is possible. What you seem to be saying is nobody can get away with it. But, you know, a false flag tends to happen on the perpetrator's own soil, allowing the perpetrator to conduct the "investigation".

Either that or he found a thing that ended omnibus spending bills, pork-laden monstrosities that Congress members could either vote for, or get accused of shutting down the Social Security checks, omnibus money bills that bypass the whole of Congress and concentrate all the body's waning power in the hands of a committee or two, and decided that was important enough to vote for.
He's just mad because he enjoyed being snobbish about being able to read all the big words in the New York Times. But now that its overall integrity would be vastly improved by adding a comics page, people just laugh at him for it.
