You literally don't know what you are talking about. This is a funding bill that lasts only to the end of the fiscal year, i.e. September. All agencies have a small amount of unallocated funds left over from prior budgets they can reallocate for any purpose. This bill doesn't change that, so if DHS needs to deport someone they can identify funding to pay for it that is separate from this bill.
