The leftist Lopez Obrador told a news conference the ambush in Michoacan was "very regrettable" but reiterated that his commitment to greater spending on security and fighting the root causes of violence would eventually pay dividends. After taking office, Lopez Obrador created a militarized National Guard police force to contain the violence.

    Right, Mexico came as the middle player in claiming the Southwest. First were the Native Americans, Then came Spain claiming land from what today is Mexico all the way to California in what was called "New Spain". Mexico gained independence from Spain and even wanted to cede it away (along with Texas) to settle debts. Then came the U.S. and the rest is history as they say. During the Spanish colonial era, the Californias (i.e., the Baja California peninsula and Alta California) were sparsely settled. After Mexico became independent, it shut down the missions and reduced its military presence. In 1842, the US minister in Mexico, Waddy Thompson Jr., suggested Mexico might be willing to cede Alta California to settle debts, saying: "As to Texas, I regard it as of very little value compared with California, the richest, the most beautiful, and the healthiest country in the world ... with the acquisition of Upper California we should have the same ascendency on the Pacific ... France and England both have had their eyes upon it." US President John Tyler's administration suggested a tripartite pact that would settle the Oregon boundary dispute and provide for the cession of the port of San Francisco from Mexico. Lord Aberdeen declined to participate but said Britain had no objection to U.S. territorial acquisition there. The British minister in Mexico, Richard Pakenham, wrote in 1841 to Lord Palmerston urging "to establish an English population in the magnificent Territory of Upper California", saying that "no part of the World offering greater natural advantages for the establishment of an English colony ... by all means desirable ... that California, once ceasing to belong to Mexico, should not fall into the hands of any power but England ... daring and adventurous speculators in the United States have already turned their thoughts in this direction." But by the time the letter reached London, Sir Robert Peel's Tory government, with its Little England policy, had come to power and rejected the proposal as expensive and a potential source of conflict. A significant number of influential Californios were in favor of annexation, either by the United States or by the United Kingdom. "Creating a 'California for All' means ensuring schools are inclusive, accepting, and welcoming of all kids," Newsom said in a statement before crediting Napa County elementary school student Ryan Kyote for bringing national attention to the issue. The law amends the Child Hunger Prevention and Fair Treatment Act of 2017 by requiring school districts, charter schools and education agencies to invalidate policies that ask officials to give alternative meals to students with unpaid fees. Rep. Ilhan Omar (D-Minn.) in June introduced the No Shame at School Act, which would bar any kind of identification of students who cannot pay for lunch at school. “Across this country, students whose families are struggling to afford school meals are being singled out and humiliated at lunchtime,” Omar said at the time. “These students are subjected to various shaming practices at schools. Some students have been literally branded with stamps.”

The migrants are originally from Central America, Africa and the Caribbean. They left their home countries sometimes because of violence, or simply in search of a better life. "I want to pass through Mexico, I don't want to live here," said Amado Ramirez, a migrant from Honduras who said he had been living on the streets of Tapachula with his young children and wife, hoping for a transit visa from Mexican officials. "We're at a standstill." Hundreds of African migrants, in particular, have been stuck for months in Tapachula, where they say immigration authorities have stalled on giving them residency or transit papers. Almost all of them want to seek asylum in the United States, rather than stay in Mexico. The migrants have engaged in scuffles with police at the Tapachula immigration offices in recent weeks. Mexico says they can stay in southern Mexico, or leave by the southern border, but the migrants want documents that will allow them to reach the northern border. Mexico frequently repatriates, by plane, migrants from countries such as Cuba and Honduras.
