    The government of Mexico has aligned itself with municipalities suing the state of Texas over a new law that, if implemented, would crack down on sanctuary cities, arguing that the state’s action hurts Mexico’s relationship with Washington. Lawyers for the Mexican government argue that Texas Senate Bill 4 creates unnecessary tension in relations between Mexico and the United States. It forces Mexico to treat Texas differently than other states and interferes with diplomatic interests and ongoing negotiations on a range of bilateral matters, from trade to security. “Given the importance of the international relationship between the U.S. and Mexico, it is essential that Mexico be able to approach its discussions with one consistent negotiating partner rather than having to enter into 50 different negotiations with each state regarding the type and extent of immigration enforcement that will occur in that state,” the Mexican government writes in an amicus brief filed late Thursday night.     Following the vote on October 1, King Felipe VI made a rare appearance on national TV. He called on the Catalan government to return to constitutional legality and made no apologies for the terror campaign launched by the national police. Neither did he address his Catalan subjects in their own language. At that point Felipe stopped being the king of all Spaniards. As relations between Madrid and Barcelona continue to deteriorate, he would do well to consider making the ultimate sacrifice to save his country from itself. Keeping Catalonia in Spain by taking Spain out of Catalonia is therefore directly tied to making Felipe a regular citizen of the country like everybody else. His abdication would lead to the proclamation of the Third Spanish Republic, to new governments in Madrid and Barcelona, and to a constitutional assembly that could result in the creation of a multi-national federal state where Andalusians, Basques, Canarians, Castilians, Catalans and others could reconcile with their past as they look to reclaim and refashion the old notion of the many Spains, or Las Españas.     An internal plot to overthrow Chinese President Xi Jinping has been revealed by the country's securities watchdog, officials said. Liu Shiyu, chairman of the China Securities Regulatory Commission, accused six party leaders on Thursday of plotting a coup against Xi. His comments came at a panel discussion that was part of the Chinese Communist Party's meeting in Beijing. They included congratulations to Xi on working to "save socialism" in China by foiling the plot. The meeting, held every five years, is regarded as a barometer of Chinese politics. Liu identified the former party boss of megacity Chongqing, Sun Zhengcai, as the leader of the plot. Sun was once a front runner for a place in the inner circle -- the Politburo Standing Committee. Xi "addressed the cases of Bo Xilai, Zhou Yongkang, Ling Jihua, Xu Caihou, Guo Boxiong and Sun Zhengcai. They had high positions and great power in the party, but they were hugely corrupt and plotted to usurp the party's leadership and seize state power," Liu said. On Thursday Liu became the first Chinese senior official to accuse Sun of trying to take over the party. Sun was expelled from the party "for serious discipline violations" and detained by judicial authorities, Xinhua reported in September. No other details have been revealed since.     Russia’s TV channel REN TV on Friday aired a video of an air strike drill on a decommissioned boat in the Black Sea to warn Ukraine against attempts to recover oil rigs off the coast of Crimea, which Russia annexed in 2014. According to REN TV, Russia’s Black Sea fleet showed Ukraine what would happen to its fleet if it attacked oil rigs, adding that Russia’s forces showed Ukraine how groundless its claim was that smaller targets are difficult to strike.
