    Lawmakers from Poland's Law & Justice party, who won a second term in Sunday's election, have backed a new draft law that establishes jail terms for promoting "sexual activity" to minors, according to Reuters. Liberals argue that this includes teaching the benefits of condoms or educating minors about the LGBTQ community. The legislation is making its way to a parliamentary committee for "further work". Polish schools don't offer traditional sex education, but rather they teach students how to "prepare for family life". Cities backed by liberals have started to allow sex ed programs in some schools, prompting backlash from the Catholic Church and the Law & Justice Party. Jean-Claude Juncker has tried to help sell the new Brexit deal in the face of opposition from the Democratic Unionist party by pouring doubt on a further Brexit extension in the event of it being rejected. Juncker said he was “ruling out” a prolongation, although the issue is solely the remit of the heads of state and government. “If we have a deal, we have a deal and there is no need for prolongation,” he added. Constitutional Challenge Campaigning anti-Brexit QC Jolyon Maugham has now lodged his petition at the court of session in Edinburgh, which essentially tries to ban parliament from debating the new Brexit deal, on the basis that it is illegal, and which he anticipates will be heard tomorrow. Maugham believes that the deal contravenes s55 of the Taxation (Cross-border Trade) Act 2018, which states that it is “unlawful for Her Majesty’s government to enter into arrangements under which Northern Ireland forms part of a separate customs territory to Great Britain”. With the detail of Boris Johnson’s new deal still emerging, lawyers insist that s55 is “crystal clear” and that any form of differentiated deal for Northern Ireland will contravene it. Lord Carloway, Scotland’s most senior judge, has already cleared time for an emergency hearing in the court of session at noon on Monday 21 October, where he could issue court orders forcing Johnson to send a letter to the EU asking for an extension to article 50 until 31 January as per the Benn Act.     Details are very light; however, an armed man wearing body armor was arrested shortly before President Trump arrived at the American Airlines arena in Dallas Texas. According to NBC5 Dallas: Dallas police arrested the man while he was wearing a helmet, a vest and a backpack. Officers confiscated a gun, a breathing mask and an aerosol can. The man, who has not been identified, was arrested near counter-protestors.     The Commerce Department released its “Advance Estimates of U.S. Retail and Food Services” this morning. This is the first estimate for the month that will get revised – often substantially – in following months as more data become available. And the report said that in September compared to September last year: Total retail & food services (restaurants, cafes, etc.) rose 4.1%. Retail sales without food services rose 4.0%. Food services sales rose 4.9%. Retail sales without gasoline sales rose 4.7%. Retail sales without gasoline, motor vehicles & parts sales rose 4.5%. Sales at non-store retailers (ecommerce, vending machines, door-to-door, telemarketing, home parties such as Tupperware, etc.) rose 12.9%.

    Malaysia is open to more talks with Goldman Sachs after having two rounds of discussions to drop criminal charges against three units of the bank over the 1MDB scandal, the country's top prosecutor told the Nikkei Asian Review.Malaysian and U.S. investigators say about $4.5 billion was misappropriated from the now-defunct state investment fund 1Malaysia Development Berhad, set up in 2009 by former prime minister Najib Razak. Last year, Malaysia filed criminal charges against Goldman over its role as underwriter and arranger of three bond sales that raised $6.5 billion for 1MDB. Prosecutors in August filed criminal charges against 17 current and former directors at its units. Malaysia had a strong case and was very confident of winning, Nikkei on Thursday cited Malaysian Attorney General Tommy Thomas as saying, but that criminal charges and settlement negotiations were taking place in parallel. "A lot of cases are even settled even after the trial begins," he said. "So the doors for discussion are still open while the prosecution readies the criminal case." Thomas and officials in his office were not immediately available for comment. No date has been set for the criminal trial yet. Malaysia's finance minister said in January the government would be ready to discuss dropping criminal charges against Goldman if it agreed to pay $7.5 billion in reparations.     Britain faces an army recruitment crisis, with frontline combat units operating as much as 40% below strength, figures obtained by the Guardian reveal. Data released by the Ministry of Defence under freedom of information laws shows the number of soldiers in the British army’s infantry regiments has declined steadily over the past five years. There are more than 2,500 fewer personnel in frontline units than 2015, and all 16 regular regiments have shortfalls. The figures have prompted criticism of the outsourcing company Capita, which signed a contract with the MoD to manage recruitment to the armed forces in 2012, for its “shambolic and chaotic” handling of the situation. There have also been calls for the defence secretary, Ben Wallace, to address the crisis urgently. Publicly available data published quarterly by the MoD shows a 7.6% deficit in personnel across the army on 1 January 2019, but the figure masks a more dramatic shortfall in frontline troops. Guardian analysis of the FOI data for the same period shows that nine of the 16 infantry regiments were 20% or more below their “workforce requirement” – the planned number of personnel needed. Four were 25% or more below their required strength. The Scots Guards regiment, which has fought in nearly every major conflict since the reign of Charles I, is worst affected. The figures show it is 257 soldiers below its target strength of 697, a shortfall of 37%. If the regiment’s F company, a supporting unit,is removed from the figure, the shortfall grows to 42%. The Guardian reported in March that figures from October 2018, which were released to the MP Mark Francois, revealed that almost half of all infantry battalions sitting within regiments were missing 20% or more of their required personnel. The data released to the Guardian for January 2019 reveals a significantly worsening picture, with 10 out of 16 regiments having fewer soldiers than four months earlier.

    later on Thursday Mulvaney revised his remarks, maintaining that there had never been any quid pro quo between the hold the administration put on aid to Ukraine and Ukraine’s cooperation on an investigation into allegations surrounding the DNC server. In a statement late on Thursday afternoon, Mulvaney accused the media of “misconstruing” his earlier remarks to the press at the White House "to advance a biased and political witch hunt against President Trump", and explained that the aid was held over concerns about a lack of financial support from other nations, especially in Europe, for Ukraine: the “only reasons we were holding the money was because of concern about lack of support from other nations and concerns over corruption."
