    This short essay does what the House Judiciary Committee’s panel of “expert witnesses” did not successfully do. First, it explains the meaning of the Constitution’s “high Crimes and Misdemeanors” standard. Next, it discusses how that standard applies to President Donald Trump’s interactions with Ukrainian President Volodymyr Zelensky. Finally, it details the kind of evidence the House Judiciary Committee should gather to determine whether the president committed an impeachable offense. Many phrases in the Constitution—such as “necessary and proper,” “Privileges and Immunities,” and “Convention for proposing Amendments”—carry specialized 18th century meanings not obvious to the modern reader. Recall that most of the leading Founders were lawyers and the Constitution is a legal document. Some of these phrases derive from 18th century law. Therefore, to understand them you have to consult 18th century legal materials in addition to better-known sources such as the 1787 convention debates or the Federalist Papers. Unfortunately, most of the scholars called by the House Judiciary Committee to address the meaning of “high Crimes and Misdemeanors” were not able to do so accurately. According to the authoritative Westlaw database, two of the three Democratically appointed witnesses have published no scholarly work on impeachment: Their specialties are in other areas. None showed any familiarity with 18th century fiduciary standards—which (as explained below) are part of the law of impeachment. All of the witnesses voted against President Trump, and several have been involved in anti-Trump activity. It’s not surprising, therefore, that, except for professor Jonathan Turley’s heavily footnoted 53-page written statement, the testimony was biased and superficial.

    Chinese state media confirmed on Friday that the coronavirus, spreading from the city of Wuhan, has now infected 29 of China’s 31 provinces, a concession critics will likely take as confirmation that the Chinese government has not been honest about how rapidly the disease is spreading. Increasingly draconian measures taken abruptly to combat the virus, such as effectively quarantining Wuhan and several other cities, convey the impression of a crisis that is much more serious than Beijing wanted to admit. Chinese Communist Party (CCP) media claim there have only been 895 confirmed cases of infection and 26 deaths, but these sources now admit the infection has spread across the mainland, and some of the reported deaths have occurred far beyond the Wuhan epicenter of the epidemic. Furthermore, the South China Morning Post (SCMP) on Friday quoted sources who said the Chinese government is still dramatically under-reporting the number of doctors and nurses who have contracted the virus while treating patients. As of Friday, Beijing officially stopped treating the Wuhan virus like a minor problem it had well in hand, as the SCMP reported: In response to the rapidly growing number of infections, China had shut down outbound transport from 13 cities and counties in Hubei by Friday morning, according to China National Radio. Health officials have warned on nationwide broadcasts that people should avoid traditional family reunions and other public gatherings during the Lunar New Year period that starts on Saturday. Confirmed cases of the new coronavirus have been found in several Asian countries, as well as the United States. New infections were confirmed on Friday in South Korea and Japan, while Singapore and Vietnam declared their first cases on Thursday. Other places outside mainland China reporting individuals carrying the virus were Thailand, Taiwan, Hong Kong and Macau. Chinese citizens living in the outbreak area describe a health care system completely overwhelmed by coronavirus cases, with hospitals so overcrowded that patients are sent home and told to wait days for treatment.

    CLAIM: Former National Security Council official Tim Morrison reported the Ukraine phone call right away because it was political. VERDICT: FALSE. Morrison saw nothing illegal — or political — about the call. Lead House impeachment manager Rep. Adam Schiff (D-CA) claimed during President Donald Trump’s Senate impeachment trial on Thursday that several officials listening to his July 25 phone call with Ukrainian President Volodymyr Zelensky reported “came forward in real time to report the president’s conduct.” He specifically noted Morisson, though Morisson testified in the House Intelligence Committee that he saw nothing wrong with the call. Morrison testified that he approached a National Security Council attorney about the call because he was worried that it would be misused, politically, by the president’s opponents in Washington — a prediction that has come true. Schiff acknowledged that Morrison did not think there was anything illegal about the call, but played a clip of his public testimony in which the Democrats’ staff counsel tried to pressure Morrison to offer something more useful: GOLDMAN: But you would agree, right, that asking a foreign government to investigate a domestic political rival is inappropriate, would you not? MORRISON: It’s not what — it’s not what we recommended the president discuss. Note that Morrison did not agree with the Democrats’ characterization of the call. But Schiff presented it that way to the Senate during his presentation in the impeachment trial. Schiff knew he was lying to the Senate — because Tim Morrison told Schiff himself that he saw nothing political about the call, in his previous closed-door testimony:

    You keep acting like the cost would remain the same even though I said to means test it. The few who would keep getting anything would cost far less and people would have lots more money to pay for things whether they were domestic or imported without the tax. A tax is a tax and it hurts the economy no matter where it is applied but tariffs hurt the economy the least.

    2015: “Lab-Made Coronavirus Triggers Debate” January 24th, 2020 Via: TheScientist: The creation of a chimeric SARS-like virus has scientists discussing the risks of gain-of-function research. Ralph Baric, an infectious-disease researcher at the University of North Carolina at Chapel Hill, last week (November 9) published a study on his team’s efforts to engineer a virus with the surface protein of the SHC014 coronavirus, found in horseshoe bats in China, and the backbone of to one that causes human-like severe acute respiratory syndrome (SARS) in mice. The hybrid virus could infect human airway cells and caused disease in mice, according to the team’s results, which were published in Nature Medicine. The results demonstrate the ability of the SHC014 surface protein to bind and infect human cells, validating concerns that this virus—or other coronaviruses found in bat species—may be capable of making the leap to people without first evolving in an intermediate host, Nature reported. They also reignite a debate about whether that information justifies the risk of such work, known as gain-of-function research. “If the virus escaped, nobody could predict the trajectory,” Simon Wain-Hobson, a virologist at the Pasteur Institute in Paris, told Nature. In October 2013, the US government put a stop to all federal funding for gain-of-function studies, with particular concern rising about influenza, SARS, and Middle East respiratory syndrome (MERS). “NIH has funded such studies because they help define the fundamental nature of human-pathogen interactions, enable the assessment of the pandemic potential of emerging infectious agents, and inform public health and preparedness efforts,” NIH Director Francis Collins said in a statement at the time. “These studies, however, also entail biosafety and biosecurity risks, which need to be understood better.” Baric’s study on the SHC014-chimeric coronavirus began before the moratorium was announced, and the NIH allowed it to proceed during a review process, which eventually led to the conclusion that the work did not fall under the new restrictions, Baric told Nature. But some researchers, like Wain-Hobson, disagree with that decision. The debate comes down to how informative the results are. “The only impact of this work is the creation, in a lab, of a new, non-natural risk,” Richard Ebright, a molecular biologist and biodefence expert at Rutgers University, told Nature. But Baric and others argued the study’s importance. “ move this virus from a candidate emerging pathogen to a clear and present danger,” Peter Daszak, president of the EcoHealth Alliance, which samples viruses from animals and people in emerging-diseases hotspots across the globe, told Nature.

    Earlier this week, Big League Politics reported that at least one federal informant ordered an act of anti-Semitic vandalism within neo-Nazi group The Base, which was accused of plotting acts of terror at the Virginia Capitol before Monday’s gun rights rally. Now, The Guardian has revealed that the founder and the leader of the group was a deep state spook who operated a military intelligence firm that likely contracted with the federal government. The Base was founded by 46-year-old Rinaldo Nazzaro, who often goes under the aliases of “Norman Spear” and “Roman Wolf.” Until his public unmasking, members of The Base were not made aware of his true identity. They certainly were not made aware of Nazzaro’s history as a military, intelligence and security contractor, although certain members suspected that something was awry. Nazzaro reportedly began recruiting people to “The Base,” which is the English translation of al-Qaida, in late 2018. His last address is listed as being New Jersey, but The Guardian speculates that Nazzaro may operate out of Russia with his Russian wife. The article noted that Nazzaro has largely stayed silent, with no presence on social media and no writings published to his name. He told his members in chat rooms to attend real-life meetings and training camps, making it easier for members to be doxxed and exposed. Their internal chats have been released to ANTIFA, the hate group’s left-wing equivalent. The neo-Nazi group called "The Base" is planning a 'hate camp' this month in Washington.     Houston was rocked by a large explosion in the early dark hours of Friday morning, which could be felt for miles across the city, when a manufacturing facility in the northwest erupted in a massive fireball. Houston police have confirmed that at least two people died in the blast, with one plant employee still missing, and a criminal investigation is underway as to the cause — though there's no evidence thus far to suggest an intentional act or terrorism was involved. Damage to homes was reported up to a half-mile away after it occurred at about 4:15am, some 18-miles away from the downtown area, though people reported being jolted from their sleep for miles across the city. Later in the morning Friday multiple people were reported hospitalized, and others may still be missing. "We have no evidence at this point ... that an intentional act is involved. Having said that, part of our protocol is always to (start) a criminal investigation" Houston police chief Art Acevedo said, who also ruled out terrorism. "It's going to take days, if not weeks or months, to get a final determination of what's going on here." Early reports suggest propylene tanks ignited, which is a common but extremely flammable gas used at manufacturing plants. The explosion occurred at Watson Grinding and Manufacturing where emergency crews are still trying to contain a possible gas leak. Local videos showed a large fireball rising from the site of the plant in the blast's immediate aftermath.
