    Worldview are also telling me Obrador is essentially an establishmentarian. So he wants troops pulled away from the CIA's Drug War, but he's OK continuing the WoD with private contractors. In everything else, he's likely to be the same as his predecessors, if only because he won't have numbers in their congress. I'm glad to read Mexicans are rolling strong for future anti-WoD, but I guess Obrador himself is not anti-WoD. Say 15 years from now, Mexicans elect a congress and president who are anti-WoD, or receptive to privatizing like Obrador, that will make the CIA's job harder... maybe more congressmen on our side of the border wall will take their waning influence in Mexico as a cue?

    Senior GOP senator, evidently disoriented, says he isn't retiring In good news for Republicans, Cochran is back in Washington to vote for a budget resolution that will pave the way for a GOP-only tax reform bill. The bad news, as Politico recounts, is that Cochran, who turns 80 in December, "appeared frail and at times disoriented during a brief hallway interview on Wednesday." Cochran told reporters that he did not plan to retire from the Senate, where he has served since 1979, but "when queried about whether he would stay on as Appropriations chairman, Cochran seemed confused and just repeated the question," Politico said. When another reporter asked if GOP leaders had pressured him to return to Washington for the vote, he smiled and said, "It's a beautiful day outside." After being guided through a security checkpoint, Cochran started to walk into the wrong room, until a staffer led him up to the Senate chamber on the second floor.     Defense Secretary James Mattis wants to review Department of Defense properties after an Oct. 6 report found that 19 percent of military bases are unneeded, he wrote in a letter earlier this month. Rep. Adam Smith (D-Wash.), the ranking member of the House Armed Services Committee, released Mattis' letter and the accompanying report Tuesday. Mattis is urging closures that would take place under the Base Realignment and Closure program (BRAC). The last round of BRAC evaluations was approved over 14 years ago, in 2005, and the DoD is hoping Congress will allow a new review in 2021. The push to re-evaluate military bases has been met with frustration from lawmakers who worry about economic and electoral consequences if base closures were to occur in their districts. The Pentagon, meanwhile, estimates that closures would result in billions of dollars in savings.     What if you don't pay? You might lose your refund. But otherwise? There's not a whole lot that could happen to you. As I've noted before, Congress didn't give IRS any real "teeth" for enforcement: no jail time, no liens, no levies. That doesn't mean they won't come after you with a big, threatening letter and a virtual shaking of the government's fist at you. And it doesn't mean they won't hold your refund. So to recap, ACA is still law and the IRS says it plans to the enforce the law - as much as it can, anyhow. What comes next? We'll just have to wait and see.

    In a reversal, the Internal Revenue Service (IRS) has indicated that it will not accept electronically filed tax returns where the taxpayer does not address the health coverage requirements of the Affordable Care Act (ACA). This is in contrast to the 2017 filing season when the IRS took the position that it would accept and process tax returns where a taxpayer is silent on coverage. The tax agency said, at that time, that the treatment was consistent with their previous policy. However, for the 2018 tax season, that will not be the case. According to the IRS, electronically filed tax returns will not be accepted "until the taxpayer indicates whether they had coverage, had an exemption or will make a shared responsibility payment." Additionally, paper tax returns "may be suspended pending the receipt of additional information and any refunds may be delayed."     Stockton, California is expected to become the first US city to launch an experiment in universal basic income, a system of wealth distribution in which people receive a set amount of money just for being alive. Stockton Mayor Michael Tubbs said that by August 2018 he hopes to enroll an undisclosed number of Stockton's 315,000 residents in the program. Tubbs said the experiment — which is set to hand out $500 a month, or $6,000 a year — would ideally last for a period of three years.
