    The RGV-003 segments (East of McAllen) , are in fact already building (as well as RGV-002 segments West of McAllen. Here is some video from there on July 5th, with bollards already standing, on the East side of McAllen in Hidalgo : This is new wall, where no barrier existed before. It is being built as a massive FEMA hurricane rated flood levee for the base, with 18 foot bollards on top, high speed, all weather patrol road, and loaded with technology (cameras, sensors, alarms). These segments are closing gaps (often miles wide) between Bush-era segments, to form longer continuous runs. Here you can see (in red) where some of the 33 (new) miles of 2018 funding, and 55 more (new) miles of FY 2019 funding were planned to go (all new miles, top of the line system). Some of those miles are off of this map, but it gives a good idea of how the wall is building out in segments, joining previous segments together. Congress added some restrictions in 2019, that will move about 8 of those miles around (e.g. National Butterfly Center will be left open, some place else will likely move up the priority list).

    Texas politicians thought they were clear: the bill they overwhelmingly passed allowing the growth and sale of hemp had nothing to do with legalising cannabis. “This is no slippery slope towards marijuana,” Charles Perry, a Republican state senator who sponsored the bill, said in May, according to The Dallas Morning News. But since Greg Abbott signed the measure into law in June, county prosecutors around Texas have been dropping some marijuana possession charges and declining to file new ones, saying they do not have the time or the laboratory equipment needed to distinguish between legal hemp and illegal marijuana. Collectively, the prosecutors’ jurisdictions cover more than 9 million people — about a third of Texas’ population — including in Houston, Austin and San Antonio. The accidental leniency represents one of the unintended consequences states may face as they race to cash in on the popularity of products made with or from hemp. Interest has surged in oils, gummies and other goods infused with CBD, or cannabidiol, which is processed from cannabis plants but does not produce a psychoactive effect. The police and prosecutors in Florida are facing the same problem as their Texan colleagues after the Sunshine State legalised hemp in July. “This is not just Texas,” said Peter Stout, president of the Houston Forensic Science Centre, which runs tests for the Houston Police Department and other agencies. “Everybody is struggling with this.” In Texas, prosecutors have already dropped scores of possession cases, and they’re not just throwing out misdemeanours.

    Two fires are burning at downtown Madison properties of the Madison Gas and Electric company.MGE spokesman Steve Schultz says the fire is in a substation across the street from the Blount generating plant. The first and larger of the two fires appears to be at the MG&E property at 1722 E. Main St., just off on East Washington Avenue. A second fire could be seen at the substation behind Ogg Hall on the University of Wisconsin-Madison campus. The UW Madison Police tweeted that a fire was happening at an MG&E substation south of Ogg Hall and gave instructions to "evacuate immediately."     They do: Already, the Trump administration has set the lowest annual refugee cap, 30,000 admissions a goal, since 1980. This total is merely a numerical limit and not a goal. The U.S., thanks exclusively to Trump’s reforms, helped lower the total number of foreign refugees to less than 23,000 admissions last year. This is a 76 percent decrease in foreign refugee resettlement from President Obama’s 2016 totals that reached almost 100,000 admissions.     Tankers are offloading millions of barrels of Iranian oil into storage tanks at Chinese ports, creating a hoard of crude sitting on the doorstep of the world’s biggest buyer.Two and a half months after the White House banned the purchase of Iran’s oil, the nation’s crude is continuing to be sent to China where it’s being put into what’s known as “bonded storage,” say people familiar with operations at several Chinese ports. This oil doesn’t cross local customs or show up in the nation’s import data and is not necessarily in breach of sanctions. And while it remains out of circulation for now, its presence is looming over the market. The store of oil has the potential to push down global prices if Chinese refiners decide to draw on it, even as Organization of Petroleum Exporting Countries and allies curb production amid slowing growth in major economies.     Hundreds of thousands of homes and businesses in Michigan are without power as much of the nation grapples with a severe heat wave. After two storms swept through the state on Friday and Saturday, Detroit-based energy company DTE announced 390,000 of its energy customers had lost electricity as of Sunday afternoon. “Overall, we expect to restore 150,000 customers today and another 150,000 tomorrow, which means we will have 80% of our customers restored by the end of the day on Monday,” the company said in an emergency outage section of its website. “We are working to update the estimates in our system now and every customer should receive a restoration estimate by early afternoon.” In some areas on Saturday, wind gusts on Saturday exceeded 70 miles per hour, according to the Detroit Free Press. That makes the storm the worst of 2019, and one of the largest since March 2017. The energy company says they have received nearly 2,000 reports of downed power lines from Saturday’s storms. According to the Free Press and other local outlets, DTE has called in 800 power line workers from surrounding states to help restore electricity.     Taiwan's foreign minister on Monday called for "genuine" democratic elections to be held in Hong Kong after the city was rocked by fresh political violence, comments that will likely infuriate Beijing. In a tweet on Monday Taiwan's foreign minister Joseph Wu said it was time for the city's leaders to grant universal suffrage, a core demand of protesters. "It's sad to see the rule of law eroding and the divide between the people and the government widening in HongKong," Wu said as he accompanied President Tsai Ing-wen in a stopover in Denver on their way back from a visit to diplomatic allies in the Caribbean. "The way forward is genuine democratic elections, not violence in the streets & MTR stations. The freedom and human rights of the people must be protected!" he added.     Puerto Rico Governor Ricardo Rossello announced late on July 21 that he will step down as head of his party and will not run for re-election in 2020, but stopped short of resigning as governor. Rossello made the announcement in a video message posted to Facebook. El Nuevo Dia reported that Rossello said he resigned as head of the New Progressive Party (NPP) to focus on leading the country, and looked forward to the process of impeachment, whose initial stages have begun in Puerto Rico’s legislature.     Japanese media say Prime Minister Shinzo Abe's ruling bloc will not reach the two-thirds majority in the upper house needed to propose a constitutional revision even if joined by supporters from another party and independents. Abe's ruling Liberal Democratic Party and its junior partner Komeito have so far won 69 seats, securing the majority of the 124 seats up for grabs in Sunday's upper house election. The less powerful of Japan's parliamentary chambers does not choose the prime minister. Abe had hoped to win enough seats to increase his chances of a revision to Japan's pacifist constitution to allow Japanese forces a greater role in international disputes. Constitutional reform has already been a challenge because voters are more concerned about jobs, economy and social security.     President Volodymyr Zelenskiy's party was headed to win the biggest share of votes in the Ukraine's snap parliamentary election, according to an exit poll Sunday, but it was unclear if the party nailed down a solid majority in the legislature.The poll of 13,000 voters showed Servant of the People getting 43.9% of the vote for party-list candidates, far ahead of rivals. But 199 of the 424 seats being filled were for single constituencies, which the poll didn't assess. Overall, five parties cleared the 5% threshold necessary to get party-list seats, according to the poll. In all, the parties got less than 80% of the overall vote, suggesting that Zelenskiy's party was likely to win a majority of the party-list seats. The vote count was proceeding slowly, with less than 1% of the polling stations' results tallied 3 ½ hours after voting ended. Nonetheless, Zelenskiy was buoyed by the exit poll's findings. "This shows great trust by the people of Ukraine to our party," he said. He said "the main priorities for us and for every Ukrainian are the stopping of war, the return of our prisoners and victory over the corruption that remains in Ukraine." Zelenskiy, who took office in May, called the election three months ahead of schedule because the parliament was dominated by his opponents. He is seeking a majority that would support his promised fight against Ukraine's endemic corruption and for other reforms. His Servant of the People party is named after the television comedy in which he played a teacher who unexpectedly becomes president. After voting, Zelenskiy said one of the new parliament's first tasks should be to consider lifting parliament members' immunity from prosecution. A party led by one of Russian President Vladimir Putin's closest associates, tycoon Viktor Medvedchuk, was in second with 11.5% of the vote, according to the exit poll. It was followed by the European Solidarity party of former President Petro Poroshenko, whom Zelenskiy defeated in a landslide in the country's spring presidential election.

    Germany’s new defence minister has picked an early fight inside the country’s troubled coalition, pledging to beef up military spending against the will of junior partners the Social Democrats. Annegret Kramp-Karrenbauer will make it a priority to allocate a budget equivalent to 2 percent of the German economy to the Bundeswehr, the 56-year-old told the Frankfurter Allgemeine newspaper in an interview published on Sunday. The woman known as “mini-Merkel” due to her loyalty to the Chancellor, took over as leader of the Christian Democrats from Angela Merkel at the end of 2018 and is set to take a run at the Chancellery in 2021 at the latest. “We made a clear commitment to NATO’s two percent goal. I know that we can’t get there from one day to the next, but I’m just as clear on the fact that we must get there in the end,” she said. Ms Kramp-Karrenbauer, who took over as defence minister on Wednesday, is likely to ignite yet another fire under Berlin’s tinder-dry coalition with her first concrete pledge in the role. After she struggled for popularity and recognition early on though, Ms Merkel parachuted her into the defence ministry after it was vacated by new European Commission head Ursula von der Leyen last week. The defence ministry is a notoriously tricky portfolio in Germany. Chronic under-spending on equipment has left the Bundeswehr overstretched, while the army has been dogged recently by allegations it has done too little to tackle extremism in its ranks. Ms Kramp-Karrenbauer appears to have come to the conclusion that a bigger budget is the only way to avoid embarrassing headlines about malfunctioning helicopters while also appeasing the US over defence targets. Germany committed itself to spending 2 percent of GDP on defence at a Nato conference in 2014. But its actual spending stills lags back at 1.3 percent with the Social Democrats reluctant to support a significant increase.

Charlie Baker filed legislation Friday to create new tougher standards to obtain and keep commercial driver's licenses in the commonwealth, a move inspired by last month's devastating crash in neighboring New Hampshire that killed seven motorcyclists. Baker, a Republican, unveiled the legislation in a letter to members of the Massachusetts state legislature, saying the devastating crash "called attention" to the state's regulations for commercial driver's license. Among the proposed regulations: Drivers who have been suspended or disqualified at any point over the past three years wouldn't be eligible to receive a commercial driver's license in Massachusetts. Other measures proposed in the legislation include: Doubling the minimum suspension period for operators of commercial driver's licenses from 60 to 120 days for drivers who commit two serious traffic violations during a three-year period Doubling the minimum suspension period from 120 days to 240 days for operators of commercial driver's licenses who commit three serious traffic violations during a three-year period

    Some Chinese companies are seeking new purchases of U.S. agricultural products, China's official Xinhua news agency said on Sunday, citing authorities, as Beijing and Washington look for ways to end a protracted trade war. Chinese businesses have made inquiries with U.S. exporters to buy crops and agricultural products and applied for the lifting of tariffs, Xinhua said, citing Chinese authorities. China's Customs Tariff Commission will arrange for experts to appraise the Chinese companies' tariff exclusion applications, Xinhua said. Hu Xijin, the editor in chief of China's nationalist Global Times newspaper, tweeted in English earlier on Sunday that Chinese importers have started arrangements for purchasing U.S. agricultural products, and suggested that the United States and China could soon resume in-person trade talks. "This is a prominent part from Chinese side as the two countries have signaled goodwill to each other recently. It also indicates China-U.S. trade consultations will restart soon," Hu said. Trump said on Friday that Treasury Secretary Steve Mnuchin had a very good talk with his Chinese counterpart the day before. He has also touted U.S. economic performance, and said China is "not doing very well". China has confirmed that Vice Premier Liu He and Commerce Minister Zhong Shan spoke by phone on Thursday with Mnuchin and Trade Representative Robert Lighthizer regarding "further consultations, as well as the implementation of presidential consensus reached in Osaka". China made its biggest purchase of U.S. sorghum since April earlier this month, according to U.S. Department of Agriculture data issued on Thursday.

"We've been through this situation w ConEd time & again & they should have been better prepared—period," Cuomo tweeted. About 46,000 New York City customers were blacked out as of 9 p.m. EDT because of continued heat and high usage, just one week after a transformer fire turned off the lights for nearly 75,000 people.     Just in case we haven’t provided you with enough creepy dystopian news lately, the nation’s leader in Creepy Dystopia, California, has a brand new program. The “Cradle to Career Data System” will study and document everything about a child born in the state. But don’t worry, it’s for your children’s own good. What the heck is the “Cradle to Career Data System”? Beginning at birth and stalking the child until he or she joins the workforce, California wants to keep on eye on all sorts of demographics and variables. They’ll do this by collecting information from “partner entities.” They’ll use this information, according to the Pasadena Star, to “provide appropriate interventions and supports to address disparities in opportunities and improve outcomes for all students.” Who are these partner entities, you ask? The “partner entities” include (but are not limited to) “state entities responsible for elementary and secondary education data, entities responsible for early learning data, segments of public higher education, private colleges and universities, state entities responsible for student financial aid, childcare providers, state labor and workforce development agencies, and state departments administering health and human services programs.” (source) So, your kid’s teachers, principles, professors, babysitters, and the purveyors of any state services you happen to use will all cough up every detail of your child’s life. Of course, California just wants to help. This to me has hints of communist countries who pluck the brightest students from their home and educate them to work for the state. However, the admitted goal is data collection for the folks who make the rules. Easily the creepiest thing to come out of California since “The Silence of the Lambs” was released into theaters, the “Cradle to Career Data System” aims to collect the ethnic, economic and educational records of every child in the state, track their grades and their progress into early adulthood, and make some form of the data available to policy makers, analysts and activists.     U.S. Citizenship and Immigration Services (USCIS) is revising the current naturalization test with improvements to ensure it continues to serve as an accurate measure of a naturalization applicant’s civics knowledge and that it reflects best practices in adult education assessments. The goal is to create a meaningful, uniform, and efficient test that will assess applicants’ knowledge and understanding of U.S. history, government and values. This spring, the former USCIS director signed the Revision of the Naturalization Civics Test Memorandum (PDF, 202 KB). This memorandum announces the revision of the naturalization test and formalizes a decennial revision schedule of the naturalization test based on adult education best practices. “Granting U. S. citizenship is the highest honor our nation bestows,” said USCIS Acting Director Ken Cuccinelli. “Updating, maintaining, and improving a test that is current and relevant is our responsibility as an agency in order to help potential new citizens fully understand the meaning of U.S. citizenship and the values that unite all Americans.” In December 2018, USCIS formed a naturalization test revision working group with members from across the agency. The working group has been reviewing and updating the naturalization test questions. The working group will also assess potential changes to the speaking portion of the test. USCIS is soliciting the input of experts in the field of adult education to ensure that this process is fair and transparent. After careful analysis of the pilot, and thorough officer training, USCIS will set an implementation date in December 2020 or early 2021. Section 312 of the Immigration and Nationality Act outlines the English and civics requirements for naturalization. By law, candidates for naturalization must have “…an understanding of the English language, including an ability to read, write, and speak words in ordinary usage in the English language…” and “…knowledge and understanding of the fundamentals of the history, and of the principles and form of government, of the United States...” This test revision will comply with all statutory and regulatory requirements, and USCIS will pilot it this fall. In Fiscal Year 2018, USCIS naturalized nearly 757,000 people, a five-year high in new oaths of citizenship. The naturalization test revision is a key part of preparing legal immigrants to fully exercise their rights and meet their responsibilities.     That wouldn't be enough, we have been losing our liberty from excessive immigration for longer than we have had the welfare state. We must secure the borders and limit immigration so that those that are allowed to come here assimilate instead of changing us to be more like them.
