Herb Wesson, the president of Los Angeles’ City Council, suggested deploying an “army of cats” to fight City Hall’s rodent problem but was told Friday that adding cats to the equation would likely only worsen the issue. Anyone who’s ever seen Tom and Jerry knows that cats can be lethal to smaller prey, even though a recent study suggested otherwise. But the idea seems to have even less of a chance of implementation due to city health officials said cats would help spread fleas in the 91-year-old building and its City Hall East annex. “The fleas from the rat would immediately jump onto the cat,” Dr. Dawn Terashita, an associate director at the city’s Department of Public Health, told The Los Angeles Times.     Only women and transgender individuals will be allowed to compete in an April debate tournament hosted by the George Washington University Parliamentary Debate Society. The organization hosting the gender minority tournament is part of the American Parliamentary Debate Association (APDA). The league, composed entirely of college students, voted on the proposal Jan. 25 at the NorthAms Tournament held at Rutgers University. In order for the proposal to pass, two-thirds of member schools had to vote in favor of it. “We specifically pushed for the tournament to happen, but the league had to approve it by majority vote,” Matt Cryer, President of the GW Debate Team told Campus Reform. One GW student pushed back against the tournament in an op-ed for the student paper. “While the new debate tournaments have been framed as a way to prioritize women and gender minority debaters, this sort of arrangement does little to actually bridge disparities in the way genders are treated differently when it comes to debate,” GW student Galen Ekimov argued in a Hatchet op-ed. Rachel Kane and Joey Schnide, who respectively served as former president and vice president of the George Washington Parliamentary Debate Society, wrote a letter to the editor responding to the criticism. “It is essential to create spaces where gender minorities can find support, meet mentors and peers and feel empowered by seeing successful women,” they claim. “The people who compete at the gender minority tournament are still going to be competing against men at dozens of other competitions throughout the year.” “Women and anyone who does not identify as cis male will be welcome to compete, and registration is no questions asked,” Cryer told Campus Reform.

    More than 6,000 people have signed a Change.org petition to sell the "useless" state of Montana to Canada for $1 trillion in an effort to help pay down the national debt, which climbed above $22 trillion earlier this week. "We have too much debt and Montana is useless. Just tell them it has beavers or something," reads the Change.org petition. Additional reasons provided by supporters of the petition, who weighed in on the comments section of the petition, included the state’s "insignificant population" and their "aesthetic" which some argued doesn't fit with the broader US. Surprisingly, despite the accusation of being “useless", some purported Montana residents chimed in in the comments to say that they're supportive of the sale, and would love to join Canada without any of the associated expense of moving. "Honestly, most Montanas are totally OK with this let's do it I'm fine with being out of this hellhole," one petitioner wrote. "Montana will get legal weed, health care and decent hockey...it's a win-win." Some Canadians also sounded supportive of the idea. "Montana and its people would be a beautiful addition to our beautiful country. Welcome!...Dear Montana, we love you but we can’t afford that. Ditch the USA and join us for free. You don’t need that much debt." Apparently, selling off US states may be a viable alternative to fiscal restraint, or ordering the Federal Reserve to print a trillion-dollar "coin" and deposit it in the Treasury.

    Trump is not doing anything new, Congress authorized the fence/wall/barrier/whatever and they gave him some money for it and they gave him the power to declare an emergency and use emergency money for it. If Congress repeals the National Emergencies Act I would support the repeal, I don't know that it is unconstitutional but it does give the President extra powers while reducing those of Congress without giving Congress or the people any more power to hold him accountable for how he uses it.

    Already, Indian military sources told the FT that Modi - who is facing a close election in the coming months, and is likely seeking to burnish his hardline Hindu nationalist credentials - is considering whether to order "stand off" strikes that would involve deploying fighter jets to fire missiles into the Pakistani-controlled side of Kashmir, as Modi has vowed to "avenge every tear" shed after last week's attack. Analysts have said he will be feeling pressure to push for a military response. In a series of public speeches while inaugurating a new public works project before upcoming parliamentary elections, Narendra Modi, India’s prime minister, continued to express fury at last week’s attack. He vowed to “avenge every tear” and said that India’s military had been given a free hand to decide on an appropriate response. "The fire that is raging in your hearts is in my heart too," Mr Modi told a huge crowd in Bihar on Sunday. The previous day, Mr Modi declared that "how, when, where and who will punish the killers and their promoters will be decided by our forces, who are capable of dealing with the situation." Indian security forces are reportedly considering potential responses, including “stand-off” strikes which involve using air force planes to fire missiles into Pakistani-held territory from across the line of control that divides Muslim-majority Kashmir between the two countries. Meanwhile, Pakistani officials have been working with western powers to try and convince them to restrain India. But with the US's relationship with Pakistan also in a state of deterioration under the Trump administration, it's unclear exactly how effective those efforts will be. "He is basically promising a pretty significant retaliatory strike," said Vipin Narang, professor of political science at the Massachusetts Institute of Technology. "All the signs are that they are considering some sort of stand-off strike from across the LOC into Pakistani targets. The risk is that Modi miscalculates how far he can go without provoking a significant Pakistani response." Pakistani troops are on a heightened state of alert along the de facto border even as a senior Pakistani foreign ministry official said diplomats were lobbying western countries to “restrain India from a military offensive." It's worth remembering that, should a military conflict break out between the two neighboring powers, it could quickly escalate to nuclear war. Because while India has pledged never to use its nuclear weapons in a first strike response, Pakistan's military doctrine states that it wouldn't hesitate to use tactical nuclear weapons if attacked by India, which enjoys far superior conventional firepower.

    Car sales in China continued their relentless descent in January, falling 17.7%, as we recently expected would happen when discussing Europe's tumbling January auto sales. This follows the country's first full year slump (2018) in more than two decades and it puts further pressure on the state of the global automotive market. The drop marked the eighth monthly retail sales decline in a row and was the biggest one-month drop in seven years. Gu Yatao, a Beijing-based auto analyst with Roland Berger, confirmed to Bloomberg that the "downward pressure is still there. The government isn’t adopting stimulating policies to give the market a shot in the arm." The contraction in China comes at the same time that auto markets in Europe and North America continue to shrink as a result of car sharing services and slowing economies. As we have been reporting for months, the slowdown in China continues to be a result of the country's slowing economy, coupled with the lagging trade war with the United States. Even discounts for the Chinese New Year, which traditionally can help spur sales, weren't enough to keep consumers in showrooms early this year. It's a "historic slump" for China: the wholesale decline in January, to 2.02 million units, accelerated from December's 15.8% slump. For 2018, the drop was 4.1%, marking the first decrease since the early 1990s.     From China’s side, Friday’s PPI data said it is sliding into deflation again - and borrowing for January was insane. I won’t describe the numbers because they are so large it is meaningless. Yes, this is one month, and Lunar New Year means we need to see the February/March data too; but if the January pace is kept up China is already throwing the whole kitchen at the economy. It borrowed FIVE PERCENT OF GDP IN ONE MONTH. That’s 60% of GDP in a year. That’s a peak-WW2 level of borrowing. Does it suggest a real trade deal is coming? Or that China is backing away from its state-led model? Try to understand that. (And be very nervous on CNY.)     The higher your debtload the higher your income must be to keep up the payments, for the dentist that isn't too much of a problem because he adds value to the economy when he works to make more money but the government damages the economy when it taxes more to increase its income. The Constitution should have required supermajorities to authorize any debt and maybe only allowed it in times of declared war.

    Gazprombank has reportedly frozen accounts held by Venezuela’s state oil company PDVSA and has stopped conducting transactions involving these accounts on concern of getting penalized under the latest round of U.S. sanctions against PDVSA, Reuters wrote, quoting an unnamed source from the bank. The report follows another one from last week, which said PDVSA was telling the buyers of oil produced by its joint ventures to deposit the money for purchases in a new bank account recently opened at Russia’s Gazprombank. The report, by Reuters, which said it had seen an internal document pointing in that direction, followed statements from the Venezuelan opposition—whose leader and President of the National Assembly declared himself interim president last month—that a special fund will be set up in the United States where proceeds from the sale of Venezuelan crude would go. However, to make matters more interesting, Gazprombank was quick to deny the Reuters report. RT quoted the bank as saying, “No new accounts have been opened,” adding that the Reuters report “does not reflect the actual situation.” Yet the bank also said PDVSA had several accounts in it, although all of them were opened several years ago. This time, Gazprombank has not replied to a Reuters request for comment while PDVSA was quick to call the report “fake news” on Twitter. Yet Reuters’ reporters note Russian companies are wary of falling under secondary sanctions for doing direct business with PDVSA, despite the Kremlin’s official support for the Maduro government. Venezuela is still producing over a million barrels of crude daily, but finding buyers for the oil is becoming harder.     Iran has launched the third phase of a new refinery, making the country self-sufficient in gasoline production, Iranian Oil Minister Bijan Zangeneh said on Monday. At the opening ceremony of the third phase of the Bandar Abbas Gas Condensate Refinery, also called the Persian Gulf Star Refinery, the minister said that Iran’s gasoline production had more than doubled since 2013. Despite holding large crude oil reserves, the Islamic Republic have been importing gasoline for its domestic needs for years, because under the previous Western sanctions, it couldn’t buy spare parts for refinery equipment and maintenance, and because of its low gasoline production capacity. Last year, before the U.S. withdrew from the Iran nuclear deal imposing new sanctions on Iran, the Islamic Republic was making progress in cutting its gasoline imports and had set gasoline self-sufficiency as a high priority. Most of Iran’s imports came from refiners in India, Southeast Asia, and North Asia. Back in April last year, Iran was aiming to end imports of gasoline by the end of 2018. The three phases of the Persian Gulf Star Refinery, when completed, were expected to produce a total of 55 percent of Iran’s gasoline, in addition to 13.5 million liters per day of diesel. Speaking at the inauguration of the new refinery unit on Monday, Zangeneh said, as quoted by the oil ministry’s news service Shana: “Today, contrary to what was the case a decade ago that petrol imports could be subject to the sanctions, we are no longer an importer of the item and can even become a petrol exporter and the US cannot have a word to say in this regard.” Iran could export some of the gasoline, but it will not do it because it wants to boost its domestic stockpiles of the product, the oil minister added, as carried by Shana.
